Amendment 0004 The reason for this amendment is to allow for scheduled site visits and to allow for additional requests for samples. 1. Contractors who are interested in scheduling a site visit may do so by contacting USEPA Remedial Project Manager Tim Gallagher at +1 (555) 000-0000. All site visits must be completed by close of business on June 29, 2012. 2. The Government will provide up to three (3) five gallon bucket samples upon request. Contractors who are interested in obtaining samples may do so by submitting requests via email to Ryan Parker at contact@example.gov. Requests must be made by 4:00 pm EDT on June 29, 2012. The request must include a valid shipping address and the name of the person responsible for accepting the samples, as well as the number of samples requested. If the request does not include the required information, the government will not provide the samples. The organization making the request is solely responsible for providing accurate shipping information. If samples are returned as undeliverable, the government will not attempt subsequent delivery, nor will it provide notice to the requester. Each bucket will contain material from a sample point on each of the four "sides" of the pile. The buckets will be shipped, via UPS or equivalent, to the person and address given in the request. Because of the size and nature of the pile, the Government cannot guarantee that the contents of each bucket will be identical, or that the contents of any bucket will reflect the exact composition/measurement of the metals that may be found throughout the site. The Government does not want, nor will it accept, any returned samples. It is the requesters' responsibility to dispose of their samples in accordance with all applicable Federal, State, and local laws and regulations. All other terms and conditions remain unchanged.

NOTICE OF INTENT TO SOLE SOURCE TO APEX INSTRUCTMENTS
Solicitation # NOTICE_OF_INTENT_TO_SOLE_SOURCE_TO_APEX_INSTRUCTMENTS
The Environmental Protection Agency Region III intends to award a sole-source, firm-fixed-price commercial contract to Apex Instruments, Inc. for the maintenance and renewal of an operational fleet of twenty-five APEX Air Pro ambient air monitoring units. The procurement, estimated at 41,000 dollars, includes one-year renewals for twenty-five data starter package subscriptions and one central administrative account, as well as eleven Nitrogen Dioxide and eight Volatile Organic Compounds replacement cartridges. This action is conducted under the authority of RFO Part 13, as Apex Instruments, Inc. is the exclusive North American distribution rights holder and certified warranty service provider for this proprietary hardware and software. The requirement is brand-specific to ensure compatibility with existing proprietary data ingestion and cloud mapping pipelines and to utilize patented hot-swappable Smart Gas Cartridge technology. Selecting an alternative platform would result in operational disruption and the obsolescence of current government inventory. While this is not a request for competitive proposals, responsible sources may submit capability statements, proposals, or quotations to Erin Workman by 4:00 pm EST on November 3, 2026, for the government to determine if competitive procurement is warranted. The contract falls under NAICS code 334513 and PSC code 6630.

The training is designed to meet federal standards and is intended for personnel who may be called upon to respond to environmental emergencies, with an emphasis on practical, hands-on instruction tailored to real-world scenarios. The scope of work requires certified instructors, up-to-date curriculum materials, and the ability to deliver training at various locations as required by the needs of the responding teams. This is a subcontract under the Environmental Protection Agency’s Region 3 Contracting Office, classified under NAICS code 611430 for other business and scientific training. The contract was posted on July 27, 2026, and does not specify a set-aside designation, meaning it is open to all eligible contractors. Environmental Sampling and Field Data CollectionThe contract involves the collection of soil, water, air, and sediment samples at emergency and Superfund sites for the purpose of contamination analysis, requiring specialized field operations and adherence to strict environmental protocols. The work is performed under a subcontract arrangement, with the Environmental Protection Agency’s Region 3 Contracting Office as the overseeing agency, and is classified under NAICS code 213112, which pertains to oil and gas well drilling services, though this context applies specifically to environmental sampling activities. Sample collection must be conducted across a variety of potentially hazardous locations, demanding trained personnel, appropriate safety equipment, and precise documentation procedures to ensure data integrity for regulatory and remediation purposes. The contract was posted on July 27, 2026, and the place of performance is not designated to a specific location, indicating that work may occur at multiple sites across the region under EPA oversight. There is no set-aside designation specified, meaning the subcontract is open to all eligible entities and not restricted by size or socio-economic category. The absence of a point of contact or detailed office address suggests that communication and coordination will likely be handled through the contracting office’s central systems, with all submissions and inquiries directed via the official SAM.gov portal link provided. Performance will be expected to meet federal environmental standards and support ongoing site assessments under the Superfund program.
