SLCI26119 Historic Exhibit Advisory, Design, Production, Fabrication and Installation Services

The City of Salt Lake City is seeking qualified offerors through a Request for Proposals to provide comprehensive advisory, design, production, fabrication, and installation services for a museum-quality historic exhibit on the third floor of the historic Salt Lake City & County Building. The exhibit must deliver an inclusive narrative that equitably represents the diverse residents and experiences tied to both the building and the city’s history. All deliverables—including designs, materials, and installation methods—must be reviewed and approved by the City & County Building Conservation & Use Committee prior to final acceptance. The contract, awarded under NAICS code 712120, will be awarded as a single contract to the responsive and responsible offeror with the highest total evaluation score, with a contract term of one year and final installation expected by summer 2027. Proposals must be submitted electronically through the Utah Public Procurement Place (U3P) via Bonfire registration, and must adhere to strict formatting and submission requirements, including separate submissions for technical and cost responses, with no inclusion of pricing data in the technical sections. All costs must be fully inclusive of labor, materials, insurance, transportation, fuel, and related expenses, and submitted in U.S. dollars; the resulting contract is fixed and ineligible for price adjustments or additional funding. Offerors must comply with mandatory registrations including the State of Utah Business Registration, SAM.gov, and E-Verify, and are required to disclose any business certifications such as MBE, WBE, SBE, SDVBE, LBE, or Local Small Business status. Insurance coverage must be included in proposed pricing and must name Salt Lake City Corporation as an additional insured with specific notice-of-cancellation provisions. A formal sustainability plan addressing recycling, reuse, and waste reduction must be disclosed and attached if applicable, and environmentally friendly operational practices must be described. Offerors must identify all key personnel with resumes and demonstrate safeguards to ensure that any GenAI systems used do not adversely impact critical areas such as housing, employment, health care, or criminal justice. Proposals must respond point-by-point to all mandatory requirements and technical evaluation criteria with full narrative responses, and any exceptions to the City’s Sample Agreement must be submitted as a redlined Word document. Failure to meet minimum score thresholds of 236.0 points or to satisfy mandatory requirements will result in disqualification.
