SLCo CJ131592 Salt Lake Valley Coalition to End Homelessness (SLVCEH) Strategic Planning Consultant - RFP

Salt Lake County’s Office of Homelessness and Criminal Justice Reform, acting on behalf of the Salt Lake Valley Coalition to End Homelessness, is seeking a qualified consultant to facilitate the development of a new strategic plan and support a comprehensive recalibration of the Coalition’s operations. The Coalition, serving as the Continuum of Care for federal HUD funding and community-wide homelessness coordination, requires a consultant to lead a collaborative, community-centered planning process rooted in lived expertise, systems alignment, and actionable outcomes. The contract, identified as RFP #CJ131592, has a total value not to exceed $100,000 and is structured as a one-time service agreement with a performance period beginning in June 2026 and concluding no later than December 1, 2026. The selected consultant will be responsible for evaluating the existing strategic framework, facilitating broad stakeholder engagement, aligning priorities with federal, state, and local directives, and delivering a draft and final strategic plan, a Year 1 implementation roadmap, and supporting materials. Key deliverables are phased across four stages, culminating in a public launch event and comprehensive planning tools. The evaluation of proposals will prioritize relevant experience (45%), with strong emphasis on demonstrated success in facilitating strategic planning processes within homelessness systems and Continuum of Care structures, as well as in managing collaborative, community-based efforts. The proposed project approach will carry equal weight (45%), assessing the quality and feasibility of the methodology, strength of stakeholder engagement strategies, commitment to centering community voice, and ability to foster systems alignment. Cost effectiveness, clarity of budget, and alignment of expenses with deliverables will account for 10% of the scoring. Proposers must submit three separate PDF volumes containing a program proposal with detailed qualifications, work plan, and references; a pricing proposal in Excel or PDF; and optional supplemental attachments for confidentiality claims or preference certifications. All submissions must be made via the Utah Public Procurement Place portal before 1:00 PM on June 8, 2026. The consultant must be an independent contractor responsible for all employee compensation, taxes, benefits, and insurance, including general liability and workers’ compensation with statutory Utah limits, employer’s liability coverage of $1 million per occurrence, and claims-made policies with prior acts coverage or retroactive dates preceding the contract date, maintained for three years post-performance. Compliance with federal, state, and local non-discrimination laws, Utah’s Government Data Privacy Act, and procurement preference systems
