Salt Lake County, through its Office of Homelessness and Criminal Justice Reform and on behalf of the Magna United Communities That Care Coalition, is seeking a qualified vendor to produce a youth-led Firearm Safety Public Service Announcement (PSA) with a maximum budget of $25,700. The project requires a consultant, firm, or organization to facilitate a fully youth-driven production process, where young people lead every phase—including concept development, scripting, filming, and post-production—while being supported by professional resources and mentorship. The PSA must align with the GunSafe Families Initiative, emphasizing safe storage practices, prevention, and authentic youth voices, and deliverables include a finalized PSA formatted for theaters and digital platforms, along with multiple social media shorts, editable project files, a marketing strategy focused on Magna City (84044), and a summary report detailing engagement metrics and youth participation. Proposals must demonstrate proven experience leading youth in media production, and failure to meet this requirement will result in disqualification. The evaluation places 40% weight on relevant experience producing PSAs and working with youth, another 40% on the quality and authenticity of the proposed youth engagement model, and 20% on cost-effectiveness, with scoring potentially enhanced by one point for qualifying preferences in veteran hiring or employee health care offerings. The contract is a one-time service agreement with a performance period ending September 30, 2026, and all pricing must be fixed for two years after the effective date. Contractors must comply with all federal, state, and local laws, including environmental regulations and non-discrimination statutes, and must maintain workers’ compensation and employer’s liability insurance per Utah requirements. The contractor is an independent service provider responsible for wages, taxes, benefits, and supervision of staff, with no entitlement to County benefits. All records must be retained for seven years, and assignments or subcontracting are prohibited without approval. Payments are made within 30 days of receipt of accurate invoices, which must detail labor, dates, performers, and rates, and final payment is contingent on complete fulfillment of all obligations. The contract is governed by Utah state law, with disputes to be resolved in the Third Judicial District Court of Salt Lake County, and may be terminated for convenience with 30 days’ notice or without penalty if funding is not appropriated.
