Salt Lake County, acting through its Contracts and Procurement office on behalf of the Sheriff’s Office, Animal Services, and Health Department, is soliciting bids for the collection and incineration disposal of medical biohazard waste, sharps, and animal carcasses in strict compliance with OSHA regulations and all applicable federal, state, and local environmental laws. The contractor must hold all necessary licenses and registrations to operate in Utah and any local jurisdictions where facilities are located, and must provide a Certificate of Disposal from an OSHA-approved incineration facility for every pickup. Services are to be performed at multiple fixed locations across Salt Lake City, including clinics, detention centers, and animal services facilities, with pickup schedules determined by an attached pricing schedule. Containers must meet specific size requirements—40–45 gallon for most sites and minimum 55 gallons for Animal Services—with the contractor responsible for supplying compatible bags, ties, labels, and numbered tracking identifiers; containers may exceed 75 pounds, but no overtime or overweight fees are permitted. The contract term is six years, with performance governed by a Firm-Fixed-Price structure, and award will go to the lowest responsive and responsible bidder under a Lowest Price Technically Acceptable methodology. All waste must be incinerated, stored securely between pickups, and properly labeled per OSHA standards. The contractor must comply with the Davis-Bacon Act, Clean Air and Water Acts, Anti-Kickback Act, and other federal provisions, maintain a minimum of $1 million per occurrence general liability insurance, and be certified as not suspended or debarred. Price increases are capped at 3% every two years with third-party verification, and the contractor must submit itemized invoices with accurate station IDs and allow full audit access to records within five business days. Proposals must be submitted electronically via the Bonfire UPP Portal, including completed reference forms, insurance certificates, and the Environmental Compliance and Non-Debarment Certification, with no paper submissions accepted.
