AI Contract Overview
Salt Lake County, through its Contracts and Procurement Division on behalf of the Treasurer’s Office, is soliciting bids for armored car services to transport cash, checks, securities, and other valuables from County agencies to the Wells Fargo Processing Center for same-day deposit. The contract is structured as a six-year fixed-price agreement with funding contingent on annual appropriations, meaning the County’s obligations terminate automatically after December 31, 2026, if funds are not appropriated. Pickups must be scheduled as late as possible during the day to ensure timely credit at the bank, and the County reserves the right to modify pickup locations with one week’s notice. The contract is non-exclusive, allowing the County to procure similar services from other vendors during the term. All services must be performed in compliance with federal and state regulations including the Davis-Bacon Act, Clean Air and Water Acts, and Utah’s GRAMA, with records retained for seven years and all County information treated as confidential. The contractor is required to maintain insurance with an A- or better A.M. Best rating, provide waiver of subrogation in favor of the County, and secure prior written approval before subcontracting or assigning any rights under the contract. Invoicing must include the contract or purchase order number and agency name, with payment administered by the Mayor’s Office of Financial Administration. The award will be made to the lowest-priced, responsible, and responsive bidder under a Lowest Price Technically Acceptable (LPTA) model, with preference points awarded only for affirmative certifications in veteran hiring, health benefits, drug testing, job training, and workplace safety—each adding one point as a tie-breaker. Contractors must submit certifications confirming they are not debarred, comply with environmental regulations, and disclose if any owner is a Utah Retirement Systems retiree, and must certify that no federal funds were used for lobbying if the contract exceeds $100,000. Proposals must be submitted electronically by June 1, 2026, and while no formal page limits or submission format is specified, all required documentation for preference claims must accompany the bid. The place of performance is throughout Salt Lake County, with all shipments delivered to Wells Fargo, and inspection and acceptance are solely the responsibility of the County upon delivery.
