SMALL BUSINESS OPTION - SA000005-26 - Manage Engine Ad Manager Plus and Ad Audit Plus Implementation

The State Treasurer's Office (STO) is soliciting implementation services for a fresh deployment of ManageEngine AD Manager Plus and AD Audit Plus at its headquarters in Sacramento, California. The primary objective is to transition from manual onboarding to an automated, policy-driven user life cycle by integrating AD Manager Plus with FreshService for identity provisioning and access governance. The scope of work includes automating provisioning and de-provisioning across Active Directory and Microsoft 365, establishing real-time auditing and compliance reporting, and providing a two-hour integrated product walkthrough for IT teams. The project is scheduled to run from December 1, 2026, through March 31, 2027, with a possible extension to July 31, 2027. This is a Small Business Option solicitation with a maximum contract value of 11,000 dollars. Bidders must be small business certified and maintain an office in California throughout the agreement. Key requirements include the submission of a Bidder Declaration and a Commercially Useful Function evaluation for certified SB, MB, or DVBE entities. Proposals must be submitted by November 17, 2026, and will be evaluated based on responsiveness to the published requirements. Payment will be made in arrears upon approval of monthly invoices in accordance with Government Code Chapter 4.5. Additionally, contractors must disclose the use of Generative AI in any deliverables.
