Fixed Wing Charter - Old Crow Cargo Haul for Government of Yukon
Solicitation # RFB-2026-8-5542
The Government of Yukon is soliciting bids for a fixed-wing charter service to transport 40 liquid deicer filled totes, each weighing 2,200 lbs, from Whitehorse to Old Crow, Yukon. The contractor is also required to backhaul approximately 7,000 kgs of contained contaminated material from Old Crow back to Whitehorse. This mission must be completed in 15 or fewer flights and finalized no later than October 31, 2026. The project is located within the Traditional Territory of the Ta’an Kwäch’än Council, Kwanlin Dün First Nation, and Vuntut Gwitchin First Nation. Technical requirements specify that the aircraft must be capable of landing on a 5,000 ft unpaved gravel airstrip and operating in temperatures as low as -35 Celsius. While initial documents listed a minimum weight capacity of 10,200 kgs, Addendum No. 1 corrected this requirement to a minimum payload capacity of 4,200 kgs. Aircrew must meet Class II flying requirements, and the contractor must provide all positioning, ground handling, fuel, and lubricants. The relocation of contaminated material further requires a waste manifest and a permit from the Standards and Approvals Department Environment. The contract will be awarded to the lowest bidder based on lump sum pricing for the primary haul and backhaul, plus a provisional cost sum of 75,000.00 Canadian dollars. Evaluation includes a performance and weight/balance assessment to ensure safety. Bidders may receive value-based rewards for Yukon First Nation business ownership, location, and labor. Mandatory compliance includes the Workers’ Safety and Compensation Act, the Financial Administration Act (Yukon), and the maintenance of Commercial General Liability Insurance of at least 2,000,000.00 dollars per occurrence with the Government of Yukon named as an additional insured.

Aviation Contracting Industry Day
Solicitation # SN-AV-2026-02
The U.S. Forest Service, under the Department of Agriculture, is preparing for the solicitation of aviation services in support of wildland fire operations through the issuance of Solicitation SN-AV-2026-02, with a pre-solicitation Industry Day event scheduled for May 12, 2026, at Jack’s Urban Meeting Place in Boise, Idaho. The event aims to engage industry stakeholders, including partner agencies such as the Department of the Interior, to discuss contracting approaches, performance metrics, and operational expectations for wildland fire aviation support. Key areas of focus include safety management systems, aircraft availability, mechanical reliability, maintenance program quality, crew qualifications, staffing stability, and financial sustainability, with an emphasis on moving away from Lowest Price Technically Acceptable methods toward a best-value trade-off approach that prioritizes mission effectiveness. Economic price adjustments will be tied to Bureau of Labor Statistics data and original equipment manufacturer cost trends, with no proposed caps, while small business participation is strongly encouraged through potential set-asides. Contract terms under consideration include a 3-to-5-year base period with options extending up to 10 years total, standardized standby and fuel reimbursement structures, and seasonal alignment with the Mobilization/Activation Plan. Attendance at the Industry Day requires registration via a Microsoft Forms link, and event logistics include limited daytime parking on the third or fourth floors of the venue, with additional parking available in nearby garages at 10th & Front, 9th & Front, and 11th & Front. While the solicitation notice provides the NAICS code 481212 and designates Boise, Idaho, as the official place of performance, no formal contract clauses, evaluation weights, pricing data, payment instructions, accounting codes, or submission deadlines are included, as this remains a pre-solicitation outreach effort. The U.S. Forest Service and DOI representatives will be present to share insights on oversight expectations and performance standards, but no formal proposal requirements, inspection criteria, or packaging specifications are yet defined. The ultimate goal is to refine the solicitation structure to ensure sustainable, safe, and effective aviation support for federal wildland fire missions, with output-driven metrics replacing purely cost-based evaluations.

6/9/2021 UPDATE As the TacRL 3 and 4 acquisition strategy matures, the following changes to the TacRL-3/4 missions are being made These changes are to incorporate additional tactically responsive elements into the TacRL-3/4 missions. We are requesting additional industry feedback on these changes to help inform/finalize the acquisition strategy for these missions. Please provide a Statement of Capability which addresses these proposed changes, along with a Rough Order of Magnitude (ROM) estimate of total cost per mission (i.e. one ROM for TacRL-3 and a separate ROM for TacRL-4). The $7.5M price limit stated in the Combined Synopsis/Solicitation (CSS) may no longer be applicable and should not be a constraint in your ROM.In addition, please state if the proposed launch solution would occur within United States territory. There have been no changes to the space vehicle size and mass (and previously posted draft technical documents are still applicable with the exception of these changes; they have not yet been modified to incorporate any changes resulting from industry comments). Please address the following changes to the technical requirements outlined in the orginal Draft RFP documents in your statement of capability. Provide information regarding your ability to meet these changed requirements, and any comments you may have to the changes themselves. Both missions will be dedicated launch services only. A dedicated launch service is defined as one in which the Government reserves all capacity of the launch solution (See MRD 002). Beginning on the proposed ILC date, each mission will enter a no greater than six month standby period called the Campaign Readiness Window (CRW). At any time during the CRW a Notice To Launch (NTL) will be issued by the Government thereby notifying the Launch Service Contractor (LSC) to immediately initiate the launch campaign. The launch campaign shall last no longer than 18 days with L-18 being the day positive acknowledgment of the NTL is received by the government and L being the launch date. If you are unable to accommodate a L-18 launch campaign please include what the expected launch campaign length would be in days. Offerors will be expected to plan towards the orbital parameters listed in the CSS with the addition of a +/- 100 km altitude and +/- 5 degree inclination band (ex. 450 km +/- 100 km). The exact orbital altitude and inclination to be used for launch will be provided with the NTL and not before. The altitude and inclination provided with the NTL will not exceed the stated +/- 100 km altitude and +/- 5 degree inclination band. Note that this band covers the range of possible orbits. It is not the expected orbital accuracy. If the proposed +/- 100 km altitude and +/- 5 degree inclination band is not technically feasible for the proposed launch solution please provide estimates of what would be possible. Any offeror must demonstrate a successful prior launch at any time until July 31, 2021. A prior launch is defined as a launch of similar capabilities (orbit and payload mass) as is being requested by the Government. The ability to target a specific Right Ascension of Ascending Node (RAAN) is now an orbital parameter requirement. The exact RAAN will be provided with the NTL. Please include the expected level of RAAN targeting accuracy (e.x. +/-1 deg, +/-0.1 deg, etc.). Offerors are also welcome to propose other tactically responsive mission elements in addition to the ones listed above. Any additional tactically responsive elements proposed must have a separate ROM. This is not a small business set-aside; however, responses from small and disadvantaged businesses are highly encouraged. The North American Industry Classification System (NAICS) code for this effort is 481212. The small business size standard is 1500 employees. Notice to Interested Parties: The information contained herein is based on the best information available at the time of publication, is subject to revision, and is not binding on the Government. This does not constitute a request for proposal; the Government will not recognize any costs associated with submission of information in response to this notice. Responses are due 15 days from the date of this posting.
