GENERAL The City of Seattle is seeking a reliable source of supply for small single and multi-jet cold water meters that will deliver metering services to Seattle retail ratepayers at the lowest life-cycle cost. Manufacturers sought include Zenner-PMN and Master Meter-BLMJ or their "Approved Equals". Meters furnished shall be new and complete, frost-proof units conforming in all details to AWWA Standards C708 for multi-jet types and C712 for single jet types and current amendments thereto. The City has held a successful contract for these goods since 2018. However, the current contract has reached the end of its usable life and all extensions have been exhausted. Therefore, the City is returning to the marketplace to solicit bids for these goods. In 2025, the City collectively spent approximately $345,000 on these goods. The table below shows Seattle Public Utilities' usage from 2021 - 2025. Spend and usage are provided for informational purposes only and do not guarantee use. Roadway Construction Materials and Debris Disposal
Solicitation # ITB# TR0-6850
Invitation to Bid TR0-6850 is a solicitation by the City of Seattle to expand its existing vendor pool for roadway construction materials and debris disposal. The procurement is divided into two primary scopes: Scope 1 covers roadway construction materials, asphalt materials, and debris disposal, while Scope 2 covers cementitious materials, including ready mix and hauling services. Primary users of these contracts include the Parks Department, Seattle City Light, Seattle Public Utilities, and the Seattle Transportation Department. Based on 2025 data, the total estimated usage for these scopes is approximately 6.2 million dollars, though the City does not guarantee specific usage volumes. The contract is structured as a pool agreement for a one-year term with six optional one-year extensions and includes a ninety-day trial period for new awards. A mandatory 3% annual rebate on total spend is required from successful vendors, which also applies to Interlocal Agreement Sales. Bids are evaluated by individual line item to determine the lowest responsive and responsible vendor, with considerations for prompt payment discounts and local business tax revenue. Vendors must comply with the City of Seattle Standard Specifications for Road, Bridge, and Municipal Construction, as well as various state and local regulations regarding hazardous waste and non-discrimination. Key operational requirements include a five-business-day response and delivery time for most orders, with same-day response required for frequently ordered items. Vendors delivering cementitious materials must certify that employees hold a Class A or B CDL with Air Brake Endorsement. The City maintains strict quality control, reserving the right to test materials and reject any that are unsuitable. Administrative requirements include adherence to Washington state law, specific insurance mandates naming the City as an additional insured, and the submission of prevailing wage certifications where applicable. Sealed electronic bids are due by November 9, 2026.

Primarily serving Seattle Parks and Recreation, the contract has an estimated annual value of 250,000 dollars. The agreement spans a five-year term with an option for one two-year extension. The selected vendor must provide a 250-gallon storage tank for bulk sodium hypochlorite at ten swimming pool locations at no rental cost to the City. Qualified vendors must possess at least three years of hazardous materials transportation experience and ensure all products comply with Washington State Department of Health regulations.
