Snow and Ice Management Services for Indian Health Services (IHS) Mashpee Wampanoag Service Unit (MWSU)

The Indian Health Service is conducting market research through a Sources Sought notice to identify qualified Indian Economic Enterprises and Indian Small Business Economic Enterprises for the provision of snow and ice management services at the Mashpee Wampanoag Service Unit in Massachusetts. This notice is solely for information gathering and does not constitute a solicitation or invitation for bids; no contract will be awarded based on responses. The requirement is prioritized for a Buy Indian Act set-aside, and respondents must self-certify their status as an Indian Economic Enterprise or Indian Small Business Economic Enterprise using the required IHS IEE Representation Form. Eligible businesses must be registered in the System of Award Management and provide a capability statement not exceeding three pages, including company details, UEI, business size classification under NAICS code 561790, Indian enterprise status, experience delivering similar services to medical or critical-access facilities, and up to three examples of past performance within the last five years. Responses are due by June 25, 2026, at 5:00 PM Eastern Daylight Time, and must be emailed to the designated point of contact with a specific subject line. The anticipated contract, if issued, will be a Firm-Fixed-Price agreement with a base year from September 30, 2026, to September 29, 2027, and four one-year option periods extending through September 29, 2031. Services will cover all roadways, parking lots, sidewalks, ramps, walkways, and building entrances, requiring automatic dispatch upon two inches of snow accumulation and completion of all clearing and de-icing by 7:00 AM EST Monday through Friday. Contractors must maintain detailed service logs submitted within 24 hours of each service, include materials used and completion times, comply with OSHA and all applicable safety regulations, prevent damage to government property, and immediately notify the Contracting Officer if they no longer meet Buy Indian Act eligibility. A post-award kickoff meeting with the Contracting Officer and Contracting Officer’s Representative is mandatory, and invoicing must align with service logs and be submitted monthly. All submission costs are borne by respondents, and the Government will not provide feedback on responses.
