This project is currently being advertised as a seed project under solicitation 1205M620R0002, IDIQ Road Construction for Mt. Baker-Snoqualmie, Okanogan - Wenatchee and Colville National Forest. The CO on the contract is Brian Johnson at brain.johnson3@usda.gov. HIs number is 425.783.6056. Special Notice / Prospectus 1205G120R0012SN Snow-Cap Pit Crushing Project Three Rivers Ranger District Colville National Forest The Three Rivers Ranger District on the Colville National Forest located in North Eastern Washington State has a requirement for stockpiling aggregate. This contract will include blasting, rock crushing, grading, testing and stockpiling aggregate. The proposal is estimated to be solicited during the winter/spring of 2019/2020. The project is located in Ferry County, Washington State. The site is at the Snow Cap Pit located on the Three Rivers Ranger District. Directions include: From Colville, WA: Travel on US-395 North for +/- 28 miles to Boulder Creek Road; turn left on Boulder Creek Road and travel for 1.5 miles to Forest Service road 6100010; turn right on Forest Service road 6100010 and travel 0.6 miles to Forest Service road 6100012; turn right on Forest Service road 6100012 and travel 0.1 miles to Forest Service road 6100014; turn left on Forest Service road 6100014 and travel 0.07 miles to Snow Cap Pit. A Forest Service gate at the beginning of 6100014 restricts access to the pit. Reference the attachment to this notice. The Contractor shall furnish all management, labor, equipment, supervision, tools, materials, transportation, operating supplies, supervision, workman's compensation, unemployment insurance and incidentals necessary to perform the work in accordance with the specification and provisions of the contract. This procurement requires the use of Biobased products to the extent that such products are reasonably available, meet agency or relevant industry performance standards, and are reasonably priced. The products should first be acquired from the USDA designated products categories. The period of performance for the contract is estimated to begin June 1, 2020 with a completion date of November 1, 2020. The project is currently estimated between $250,000 to $500,000. A bid guarantee will be required. The awarded Contractor will be required to provide a payment and performance bonds. Funding for this requirement is currently not available, but is anticipated for this fiscal year 2020. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the solicitation's closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs incurred. This project will be advertised as a written request for proposals. Estimated issue date of the solicitation is on or about January 10, 2020. Proposals are estimated to be due the middle of February. The actual due date will be listed in the solicitation. This acquisition is 100% set-aside for small business concerns. NAICS code is 239900, size standard is $39.5 million. All responsible sources may submit a proposal which will be considered. An electronic copy of the solicitation will be posted at this site on the issue date. Notes: Potential offerors are encouraged to visit the units this fall to ascertain the extent of work involved and to satisfy themselves regarding all general and local conditions that may affect the price of their offeror to the extent the information is obtainable.
