Snow Removal and Hauling

The City of Muscatine is soliciting sealed bids for snow removal and hauling services within the downtown Central Business District and various city-owned parking lots, with a performance period extending through April 30, 2025. The scope of work includes removing snow from specified streets and lots and transporting it to the Muscatine City Compost Site. Operations are typically conducted during storm events in shifts from 10:00 p.m. to 7:00 a.m., including nights, weekends, and holidays. Contractors are required to place no parking signs 12 hours prior to work and must respond to notifications within one hour. Eligible bidders must own the equipment used for the contract and provide proof of insurance along with a 5,000 dollar bid bond. Required equipment for which hourly rates must be provided includes tandem dump trucks, semi-trailers with side dumps, endloaders with pushers or buckets, mini excavators with sidewalk scrapers, and pickups with plows. All work must strictly adhere to OSHA guidelines and City of Muscatine Public Works specifications. Payment is issued on an hourly basis, calculated to the nearest quarter hour, based on fixed rates established at the time of the bid. The City reserves the right to defer proposal acceptance for up to thirty calendar days and to reject any bids deemed not in the city's best interest.
