Snow Removal FY27

The City of Philadelphia Water Department is soliciting quotes for snow and ice removal services for the Bureau of Laboratory Services Central Lab Facility located at 1500 E. Hunting Park Ave. The scope of work includes maintaining all interior paved areas, sidewalks, loading docks, and plaza areas, as well as exterior sidewalks bordering Hunting Park Ave, O Street, E. Lycoming St, and Castor Ave. The contract requires the use of calcium chloride for sidewalks and entrances and rock salt for parking lots. Performance standards are strict, requiring snow removal to begin within one hour of notification and completion within five hours of mobilization, with equipment replacement not exceeding four hours. The contract will be awarded to the lowest responsible seller, with a preference given to certified Local Business Enterprises. Eligible bidders must demonstrate the ability to use specified equipment, maintain repair facilities, and prove experience with similar emergency snow removal operations. A mandatory site visit on November 4th, 2027, is required for qualification. The initial term is for one year, with the possibility of three one-year renewals, not to exceed four years in total. Submission of quotes must be completed electronically via the PHLContracts portal by November 23, 2026. Required documentation includes a Consent and Authorization Agreement, while the LGBTQ Applicant Opportunity Data Form is optional. Pricing must be all-inclusive and submitted based on snow depth tiers ranging from 0 to 12+ inches. Payments will be made via electronic deposit following the approval of services and submission of invoices. All work must comply with OSHA standards and general trade safety practices.
