The Sobhani 2005 Trust project involves the approval of Vesting Tract Map TM 14,873 and a Minor Conditional Use Permit for a water system located at 1135 Highway 246 in the Santa Ynez Valley Community Plan area of Santa Barbara County. The project subdivides a 153.33-acre legal lot into nine parcels: eight 10-acre lots zoned AG-1-10 and one 72.2-acre lot zoned AG-1-40. To protect environmentally sensitive habitats, approximately 37 acres are designated as development exclusion areas where no grading, fencing, or construction is permitted. Immediate development is limited to access road improvements and the construction of two stormwater detention basins on Lot 9, while all future structural development must comply with objective design and land use regulations. Infrastructure for the site includes two access points off Highway 246 and a series of access, utility, and drainage easements to serve the new lots. Water will be supplied via a new multiple-parcel water system utilizing a shared well on an adjacent parcel owned by the applicant, while wastewater will be managed through individual onsite treatment systems. The project has been approved by the County Planning Commission following a Negative Declaration determining that the subdivision and water system will not have a significant effect on the environment.
