Commercial Solutions Opening (CSO) PEO-SDAThe US Special Operations Command (USSOCOM) Program Executive Office SOF Digital Applications (PEO SDA) has issued a Commercial Solutions Opening (CSO) to accelerate the integration of commercially derived software innovations into deployable warfighting capabilities that support Special Operations Forces (SOF). This initiative seeks to award both FAR-based contracts and Other Transaction Authority (OTA) agreements to traditional and non-traditional defense contractors for prototype projects directly related to enhancing software-intensive programs, platforms, algorithms, and processes. The CSO will operate through a multi-phased competitive process over 2024 and 2025, involving initial solution brief submissions evaluated by government experts. Selected companies may then be invited to pitch or demonstrate their solutions, potentially advancing to the award phase where negotiations for contract terms and Statements of Work occur. The focus is on agile, iterative software development employing modern methodologies such as DevSecOps and human-centered design to rapidly deliver and incrementally improve software capabilities tailored to SOF needs. Technology Areas of Interest (AOIs) will be issued on a rolling basis and may include topics like software lifecycle management, automation for data ingestion, and machine learning operations. Companies submitting solution briefs should provide concise, unclassified descriptions of their innovative technologies, company viability, and proposed approaches, keeping submissions generally under 24 months in scope. Evaluation criteria include technical merit, innovation, relevancy, business viability, cost considerations, and data rights. Awards under this CSO may be fixed-price FAR contracts or OT agreements under relevant statutes, with the potential for non-competitive follow-on production contracts upon successful completion of prototype projects. Participation requires registration in the System for Award Management (SAM) and invoicing setup via Wide Area Workflow (WAWF). USSOCOM maintains confidentiality of submitted information and employs both government and non-government evaluators bound by nondisclosure agreements to ensure protection of sensitive data throughout the process.
