The Centers for Disease Control and Prevention (CDC), specifically the National Center for Chronic Disease Prevention and Health Promotion (NCCDPHP) PRAMS Team within the Division of Reproductive Health, intends to award a sole-source contract to UNICOM Systems for software maintenance support. This contract covers the yearly subscription for license maintenance of commercial off-the-shelf (COTS) software licenses necessary to maintain the Pregnancy Risk Assessment Monitoring System (PRAMS) Integrated Data Collection System (PIDS). PIDS is a CDC-deployed system that supports 51 PRAMS grantees in their routine data collection and surveillance activities through phone and web-based survey interviews, developed using UNICOM’s software tools. The contract will be awarded without full and open competition pursuant to FAR 13.106-1(b)(1), under Simplified Acquisition Procedures outlined in FAR Part 13 and following FAR Part 12 regulations on commercial items. This sole-source award is justified by the unique requirement for continued use of UNICOM’s proprietary software tools. While the notice is not a request for competitive proposals, the CDC will consider capabilities statements submitted by interested parties. Final determination on competition rests solely with the Contracting Officer. The NAICS code assigned to this procurement is 423430, with a size standard of 500 employees, and the point of contact for this solicitation is Deborah T. Workman.
