The Request for Quote (RFQ) number is RFQ#0011458 and is being conducted as a 100% Small Business Set-Aside, under the procedures of Part 12 and 13, for a brand name or equal purchase. The North American Industrial Classification System (NAICS) number is 511210. The solicitation incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-101 dated October 26, 2018. The required maintenance is for previously procured software, however, quotes offering "equal" products (including products of the brand name manufacturer other than the one described by the brand name) will be considered if such products are clearly identified in the quote and it is determined by the FBI to meet fully the salient characteristic on the above products. Unless the vendor clearly indicates in their quote that they are offering an "equal" product, the quote shall be considered as offering a brand name product referenced in this synopsis/solicitation. If the offeror proposes to furnish an "equal" product, the brand name of the product to be furnished shall be provided in the quote. If requested by the FBI, each offeror shall submit a sample of the items he/she proposes. Award shall be made as low price - technically acceptable. The provision at FAR Clause 52.212-1, Instructions to Offerors (JUL 2013), and addendum is incorporated. ADDENDUM to 52.212-1, modify (b) Submission to offers: "Submit signed and dated offers to the attention of Renee L. Braun, Contracting Officer, via email to: Renee.Braun@ic.fbi.gov. Food Supply & Commissary LogisticsThe contract requires secure, daily delivery and logistics services to support all food service operations at the FBI headquarters in Washington, D.C., specifically ensuring the timely and safe transport of fresh produce, dairy, proteins, dry goods, and branded consumables. All deliveries must meet strict security and handling standards appropriate for a federal facility, with protocols in place to maintain product integrity, temperature control, and chain-of-custody accountability throughout the supply chain. The vendor must operate with high reliability, consistency, and discretion given the sensitive nature of the location and the critical need to sustain daily operations without disruption. This subcontract falls under NAICS code 424480, which pertains to grocery and related product merchant wholesalers, indicating the focus is on wholesale distribution logistics rather than retail or manufacturing. Performance is centralized at the FBI headquarters with a ZIP code of 20535, and the contract is managed under the Department of Justice through the FBI-JEH office. While no set-aside provisions or point of contact details are specified, the contract demands operational precision, compliance with federal security protocols, and the ability to integrate seamlessly into the existing food service infrastructure without compromising safety or efficiency.
