NASA Johnson Space Center seeks five years of technical support for the Observatory Control Software used by the Meter Class Autonomous Telescope. The agency intends to award this contract to Euclid Research Corporation, the original developer of the software. This sole-source approach is justified because the telescope hardware, including the dome, control computers, and sensors, was specifically procured to integrate with this software, making alternative providers cost prohibitive. The procurement is being handled as a commercial item acquisition under FAR Part 12. Interested organizations were invited to submit capabilities and qualifications by June 6, 2016, to determine if the procurement would be competitive. The contract is identified by solicitation number NNJ16579831R and falls under NAICS code 541511, with performance taking place in Maple Ridge.

Full Description

NASA, Johnson Space Center has a requirement for five years of Obeservatory Control Software (OCS) technical support for the Meter Class Autonomous Telescope (MCAT). NASA, Johnson Space Center intends to purchase this support from Euclid Research Corporation (ERC). OCS was developed by ERC. MCAT's telescope, dome, control computers, weather sensors, and seeing monitors were all procured specifically to integrate with this ERC software. As such, awarding to any other source would necessitate cost prohibitive hardware and software modifications. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on June 6th, 2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html.
