The contract secures the Overseas Private Investment Corporation’s (OPIC) annual membership in the Aspen Network of Development Entrepreneurs (ANDE) for the years 2020 through 2022. ANDE is a global organization that supports entrepreneurship in emerging markets by providing crucial financial, educational, and business development services to small and growing businesses. These enterprises are viewed as engines for job creation, economic growth, and social and environmental benefits, especially in developing countries. ANDE, part of the Aspen Institute, has grown from 34 members in 2009 to over 260 members operating in more than 150 countries, comprising investment funds, capacity builders, research institutions, development finance entities, and corporations worldwide. This contract was awarded as a sole source action under FAR 13.106-3(b)(3)(i), as ANDE membership services can only be obtained through this specific vendor, Partnership for Public Service. Market research, including review of the open market and the GSA schedule, confirmed the vendor’s unique position as the sole provider. The contracting officer determined the pricing to be fair and reasonable based on pre-negotiated commercial acquisition rates. While no other sources expressed interest, OPIC plans to periodically review the market for new providers to encourage competition in future acquisitions. The contract is managed through OPIC’s Acquisition Office with performance based in Washington, DC, and Antionette Collins as the primary contact.
