Sole source Boat Rental

The Naval Surface Warfare Center Crane is soliciting sole-source boat rental services with manned crews under Simplified Acquisition Procedures to support maritime experimentation events at Thunder Bay, Michigan, in coordination with the Great Lakes Maritime Heritage Center campus. The requirement, identified by solicitation number N0016426Q0173, is for crewed vessel support during scheduled events from July 12 to July 25, 2026, involving three classes of vessels: three Class III vessels for ten days, two Class II vessels for five days, and full campus on-water support for fourteen days across multiple event segments. All vessels must be in good working order and fully compliant with Coast Guard and NOAA safety certifications, with experienced, certified captains and crews who can monitor weather conditions and ensure safe execution of unmanned systems and electromagnetic spectrum operations testing. In addition to maritime support, the contract includes rental of facility space at the GLMHC campus for extended hours from 0600 to 2000 daily, encompassing multiple rooms and specialized equipment areas. The contract is awarded on a firm fixed-price basis and requires all offerors to be currently registered in the System for Award Management (SAM), with mandatory compliance with numerous Federal Acquisition Regulation and Defense Federal Acquisition Regulation Supplement clauses covering procurement integrity, cybersecurity, payment processing, subcontracting, security prohibitions, and representation of nontraditional defense contractors.
