Sole Source Electronic Data Interchange service

The State of Alabama, through the Fair Trial Tax Fund and the Office of the Chief Procurement Officer, is soliciting sole source Electronic Data Interchange (EDI) services to support the Office of Indigent Defense. The primary objective is to implement Apparitura OIDS EDI services that connect to existing records, translate them into the required OIDS format, and export them to open claims on the AIDCC website for appointed attorneys. The system must support Excel formats, the Clio case management system, and other future systems rolled out by Apparitura. Key deliverables include providing EDI licenses for registered users, including a zero-dollar fee statement on all processed claims, providing monthly utilization summaries of primary case numbers, and offering technical support during normal business hours. The contract is capped at a total cost of 25,000 dollars, including all renewals, with a maximum performance period of five years. The agreement may be renewed annually by written consent of both parties. The State reserves the right to evaluate bids based on price reasonableness, cost realism, and supplier qualifications, including professional licenses and certificates of insurance. Vendors must be registered in the Alabama Buys portal and comply with state regulations, including registration with the Alabama Secretary of State for foreign entities and certification of tax compliance under Section 41-4-142 of the Code of Alabama 1975. Payments will be made electronically via EFT, P-cards, or state-issued credit cards.
