Full Description

USSOCOM Tampa intends to solicit an other than full and open competition basis M3S Licenses and Maintenance. The procurement is being processed through other than full and open competition pursuant to the statutory authority of FAR 6.302-1. The Government intends to solicit and negotiate with Raytheon. on a sole source basis. Interested persons may identify their interest and capability to respond to the requirement. Raytheon BNN Technologies has re-branded their Web Monitoring System (WMS) and Broadcast Monitoring System by combining them together to form BBN's Multimedia Monitoring System (M3S). USSOCOM currently has a full-operational M3S on site at MacDill AFB, and BBN is the sole provider of M3S licenses and maintenance in the U.S., including original purchases and renewals. This notice of intent is not a request for competitive proposals. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government. The anticipated date of award is 30 September 2017. A determination by the Government not to compete this requirement, based on responses to this notice, is solely within the discretion of the Government.
