This is a SOLICITATION for commercial items prepared in accordance with the information in FAR 12.102(a), using Simplified Acquisition Procedures. This solicitation SHALL be posted on Sam.gov (https://sam.gov/) on or before 14 May 2026. The RFQ number is N0018926QL148. This solicitation documents and incorporates provisions and clauses in effect through FAC 2026-01 (effective 13 March 2026) and DFARS Publication Notice 20251110 (effective 10 November 2025). It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code is 519210 and the Small Business Standard is $21.0 (millions of dollars).The proposed contract action is for ProQuest database access in Support of the United States Naval Academy – Nimitz library in accordance with the Statement of Work (SOW) for which the Government intends to solicit and negotiate a Firm, Fixed Price contract with only one source, ProQuest LLC, under the authority of FAR 12.102(a). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all bids, proposals, or quotations received by the closing response date will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. The Small Business Office concurs with this determination.



This announcement will close at 10:00 AM EST on Friday, May 14, 2026. All responsible sources may submit a quote to Keisha Gordon-Blair, who can be reached via keisha.o.gordon-blair.civ@us.navy.mil, by 10:00 AM EST on Monday, May 11, 2026. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
