Hayward Rides E-bike Program
Solicitation # 27-004
The City of Hayward Transportation Division is soliciting quotes under solicitation number 27-004 for the Hayward Rides E-bike Program. Funded by a CARB Clean Mobility in Schools Program Grant, this initiative aims to foster a stronger bike culture by providing affordable transportation to students, seniors, families, and people with disabilities. The city is seeking one or more bicycle manufacturers or dealer suppliers to provide a bulk purchase of 250 Class I e-bikes, including cruiser styles and e-trikes. A critical safety requirement is that all bicycles must feature batteries certified by a nationally recognized testing laboratory for fire safety and failure safeguards, which serves as a pass/fail criterion for selection. The program goal is to distribute these bicycles to senior residents by June 2027, requiring a vendor capable of supplying significant quantities within a six-month timeframe. The selection process is at the sole discretion of the City of Hayward, with proposals evaluated based on order fulfillment, delivery capabilities, and value-added services. Selected vendors must sign a Professional Services Agreement and maintain a valid City of Hayward business license. Mandatory compliance requirements include a Non-Collusion Affidavit, a Non-nuclear certification, and strict adherence to Nondiscriminatory Affirmative Action standards, including the designation of an Equal Employment Opportunity Officer. Proposals must be submitted electronically via the OpenGov Procurement portal by October 27, 2026, and must include a cover letter, customer service descriptions, three professional references, and all-inclusive pricing.

AI Contract Overview

The Naval Surface Warfare Center Crane intends to award an indefinite delivery indefinite quantity contract for various powertrain components for the MY13 Zero MMX Motorcycle. The required supplies include Calex 1200W Chargers, ZF75-5 IPM Motors, and SDS 4 MOD 16MY batteries. This procurement is being conducted on a sole source basis with Zero Motorcycles due to the necessity for specific form, fit, and function replacement items and a lack of sufficient technical data, which makes other sources unable to satisfy the agency requirement without causing unacceptable mission delays. The action is governed by Statutory Authority 10 U.S.C. 2304(c)(1) and FAR 6.302-1. Interested parties must be registered in the Government System for Award Management database to be eligible. While the government issued a notice of intent to negotiate with a single source, it maintained the discretion to determine if a competitive procurement was necessary based on received responses. All inquiries regarding this solicitation are directed to the Department of Defense through the designated points of contact at NSWC Crane.

N00164-16-T-0219 - SOLE SOURCE - MISC MOTORCYCLE PARTS - FSC 6105 - NAICS 336991 Issue Date: 9 SEP 2016 - Closing Date: 16 SEP - 2:00 PM EST SOLE SOURCE PROCUREMENT - Naval Surface Warfare Center (NSWC) Crane intends award an indefinite delivery indefinite quantity contract for various powertrain components of the MY13 Zero MMX Motorcycle. These items include Calex 1200W Charger, ZF75-5 IPM Motor and SDS 4 MOD 16MY battery. This requirement will be negotiated on a sole source basis with Zero Motorcycles, 380 EL Pueblo Road, Scotts Valley, CA 95066-4212, in accordance with Statutory Authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1. "only one responsible source and no other supplies or services will satisfy agency requirement." The basis for restricting competition is the requirement for form, fit, and function replacement items along with insufficient technical data. In addition, unacceptable delays in fulfilling the agency requirement through any other source would impact the mission. Contractors must be properly registered in the Government System for Award Management database (SAM). Contractors may obtain information on SAM registration and annual confirmation of requirements by calling 1-866-606-8220, or via the internet at www.sam.gov. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for purposes of determining whether to conduct a competitive procurement. The Government will not pay for any information provided. EVALUATION/REPAIRS
Solicitation # N00016427Q0006
Solicitation N00164-27-Q-0006 is a sole source, firm fixed price procurement issued by the Naval Surface Warfare Center Crane Division for engineering services to support five AN/SLQ-32(V)4 G4DSP-XD3 multiprocessor cards. The primary objective is to perform evaluation diagnostics, failure analysis, and data extraction on non-working processing units to determine if they are repairable or beyond economic repair. Key technical requirements include salvaging Northrop Grumman running scripts and operational binary scripts from non-volatile memory, as well as mapping hardcoded IP schemes and network connection profiles. The government intends to negotiate exclusively with Abaco Systems due to the items being peculiar to one manufacturer, although other responsible sources may submit capability statements for consideration. The contract requires strict adherence to MIL-STD-129 for shipping and marking, NIST SP 800-88 Rev. 1 for media sanitization, and DoDI 8582.01 for the security of non-DoD information systems. Contractors must be registered in the System for Award Management and comply with Cybersecurity Maturity Model Certification (CMMC) requirements under DFARS 252.204-7021. Deliverables include software test reports, computer software products, and system security plans. Invoicing must be processed through the Wide Area WorkFlow (WAWF) system. Offers are due by 4:00 PM Eastern Time on October 26, 2026, and should be submitted electronically to the primary point of contact, Trista Ray.
