The Pipeline and Hazardous Materials Safety Administration (PHMSA) plans to award a firm fixed price sole source contract to the National Energy Foundation (NEF) for a project aimed at increasing awareness among school children about the importance of calling 811 before digging. This contract, with an estimated performance period from the award date through December 31, 2014, and a potential one-year option, involves designing and implementing a national contest for students in grades 4 through 6. NEF’s responsibilities include establishing contest eligibility criteria and rules, managing contest categories and timelines, outlining prize details, promoting the contest, overseeing judging, and distributing awards, as well as overall project management. NEF is considered uniquely qualified for this contract due to its extensive network of educators and existing experience promoting 811 awareness through similar contests and partnerships. The contract falls under NAICS code 611710, Educational Support Services, with a size standard of $14 million. While this notice announces the intent to award a sole source contract, PHMSA is open to considering capability statements or proposals from other responsible sources submitted within 15 days of the notice publication. The estimated period of performance is from date of award through December 31, 2014 with a one-year option period to follow. The contractor must design and implement a national contest aimed at school children in grades 4 through 6 to encourage creative approaches for raising awareness about the importance of calling 811 before digging. PHMSA intends to award a sole source firm fixed price contract to the NEF. K-5 Literacy Universal Screening, Progress Monitoring, Reporting, and Instructional Decision-Support System
Solicitation # RFP-2026-0014
The Pittsburgh Public School District is soliciting a K-5 literacy universal screening, progress monitoring, reporting, and instructional decision-support system. The objective is to implement a system that identifies student literacy needs across domains such as phonics, decoding, and reading comprehension, providing districtwide visibility and actionable data for teachers. A critical requirement is that student-level results and recommended instructional next steps must be available to educators within two school days of assessment completion. The system must operate independently of any core curriculum and provide automated data delivery via API or secure file transfer to ensure seamless integration with district systems. The contract is anticipated to last up to five years, with a project start date of February 1, 2027, and annual continuation subject to Board approval. Proposals are due by November 23, 2026, and must include a narrative not exceeding 30 pages, a pricing schedule, and technical evidence of psychometric reliability and validity. Award decisions will be based on the most advantageous proposal, evaluated through a two-stage process involving written scoring and standardized demonstrations. While Eligible Business Enterprise participation is not scored directly, it serves as a tie-breaker for substantially equal proposals. Selected vendors must provide proof of liability insurance and ensure all personnel maintain required Pennsylvania state clearances.
