This requirement is sole source as a result of The Kellogg Conference Hotel on Capitol Hill at Gallaudet University is the only source able to satisfy the agencies requirements. The Kellogg Conference Hotel is able to accommodate all variations of requirements that includes being situated in close proximity to the Pentagon, guests lodging, group dining facilities, indoor and outdoor physical fitness facilities, various meeting spaces for variety of programs, adequate security, and AED trained personnel. The majority of speakers who brief at the conference are from the DC area, either at the Pentagon, or in the District itself.  Holding the conference near the NCR keeps transportation costs to near zero for speakers The Kellogg Conference Hotel is located on a closed campus under the jurisdiction of Gallaudet University’s Public Safety Officers, assistant supervisors, and supervisors are considered Special Police Officers and are commissioned by the District of Columbia.  Dispatchers are certified in Emergency Medical Dispatch with specialized training in response to police, fire, and medical emergencies. The Kellogg Conference Hotel has access to the Gallaudet University athletic field that can be used as a helipad in the event of a medical emergency evacuation is required.


The venue must be easily accessible from the Pentagon in order to minimize travel costs. It must have sufficient capacity to support 120 personnel in a classroom and breakout space for side bar conversation and spouse sessions. Must be able to provide service 20 – 25 September 2026. 


Other venues were contacted and assessed, but none could meet the mission requirements. 


The Kellogg Conference Hotel fulfills all the above requirements. Further, they are within 10 miles of the Pentagon. Therefore, they are the only available choice.
