The U.S. Army Corps of Engineers, Louisville District, is seeking proposals for the renovation of Building 317 at Niagara Falls Air Reserve Station in New York, with a set of mandatory sole-source requirements that restrict product selection to specific brands. The project mandates the use of Best Coremax keying systems for all door locks, Simplex fire alarm and mass notification systems for fire protection compatibility, and Andover Continuum Direct Digital Controls for HVAC systems, in alignment with Air Force standardization guidelines from May 2019. These sole-source provisions are critical to ensuring operational integrity and interoperability with existing infrastructure. For Furniture, Fixtures, and Equipment, the specification requires branded products including office chairs, desks, partitions, and storage, with at least three separate manufacturer options listed per item to meet Interior Design standards under UFC 3-120-10, ensuring a fully coordinated and compliant FF&E package. This is not a competitive solicitation but a special notice allowing responsible sources to submit capability statements if they believe they can meet the specified requirements. All submissions must be in writing, detailed enough for evaluation, and received by 4:00 PM Eastern Time on June 11, 2026, via email to Christopher M. Jackson.
