N0016424RJW77 - SOLE SOURCE - SUPPLIES, ENGINEERING AND LOGISTICS SERVICES IN SUPPORT OF AN/ZPY-3 MULTI-FUNCTION ACTIVE SENSOR RADAR - PSC 5841 - NAICS 541330 Issue Date: 14 December 2023 - Closing Date: 29 December 2023 - 2:00 PM EDT Naval Surface Warfare Center (NSWC) Crane Division has a requirement to establish a five-year Basic Ordering Agreement (BOA) in support of the Multi-Function Active Sensor (MFAS) Radar System, its Weapon Replaceable Assemblies (WRAs), and its Shop Replaceable Assemblies (SRAs) for procurement of supplies, services, and data required to support the Persistent Maritime Unmanned Aircraft Systems (PMUAS) PMA-262,. The required supplies and services consist of acquisition of MFAS Units Under Test (UUTs) and repairs of UUTs and Engineering and Logistics Support Services, including development of Test Requirement Documents (TRDs), Fault Detection Fault Isolation (FDFI), Operational Test Program Sets (OTPS), and depot repair lay-in material in support of Organic Depot capability development. Engineering and Logistics Services may also include Obsolescence Management, On-the-Job Training (OJT) for depot standup, Maintenance Training, Testing Support, Research and Development, Test and Evaluation, Redesign, Modification, Travel and Engineering Investigations, and Logistics Product Data Support. Job Orders shall be within scope, issued within the five-year ordering period, and be within the agreement ceiling total of $65,190,500. Each Job Order will be synopsized. The contract type, cost reimbursable or firm fixed price, will be determined on each Job Order based on complexity of the requirements and uncertain duration of the work. The Government intends to solicit and negotiate with one source, Northrop Grumman Systems Corporation, 1580A W Nursery Road, Linthicum Heights, MD 21090-2202, under authority of FAR 6.302-1, 10 U.S.C. 3204(a)(1), one responsible source and no other supplies or services will satisfy agency requirements. The requirement is being solicited on a sole source basis because Northrop Grumman, Linthicum Heights, MD is the Original Equipment Manufacturer (OEM) of the MFAS Radar WRAs and SRAs. Northrop Grumman holds all data rights and is unwilling to sell a production level III Technical Data Package (TDP). Therefore, the Government does not have sufficient technical data to support a full and open competition for development of MFAS organic depot repair capability. Given the complexity of the MFAS Radar System, only the OEM, Northrop Grumman, possesses the required skills, software documentation, test fixtures and stations, quality and performance acceptance test procedures experience, and data necessary to directly manufacture and perform the needed engineering support for establishment of organic depot capability in the required timeframe. All responsible sources may submit a capability statement, which shall be considered by the agency. However, a determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Solicitations and amendments for this sole source action will not be posted to SAM.gov and are available only from the POC identified below. Contractors must be properly registered in the System for Award Management (SAM). Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220 or via the internet at https://www.sam.gov. Questions or inquiries should be directed to Lindsey Sparks, Code 0233, telephone 812-881-7226, e-mail lindsey.r.sparks.civ@us.navy.mil. Please reference the above solicitation number when responding to this notice.

Solicitation # N00016427Q0006
Solicitation N00164-27-Q-0006 is a sole source, firm fixed price procurement issued by the Naval Surface Warfare Center Crane Division for engineering services to support five AN/SLQ-32(V)4 G4DSP-XD3 multiprocessor cards. The primary objective is to perform evaluation diagnostics, failure analysis, and data extraction on non-working processing units to determine if they are repairable or beyond economic repair. Key technical requirements include salvaging Northrop Grumman running scripts and operational binary scripts from non-volatile memory, as well as mapping hardcoded IP schemes and network connection profiles. The government intends to negotiate exclusively with Abaco Systems due to the items being peculiar to one manufacturer, although other responsible sources may submit capability statements for consideration. The contract requires strict adherence to MIL-STD-129 for shipping and marking, NIST SP 800-88 Rev. 1 for media sanitization, and DoDI 8582.01 for the security of non-DoD information systems. Contractors must be registered in the System for Award Management and comply with Cybersecurity Maturity Model Certification (CMMC) requirements under DFARS 252.204-7021. Deliverables include software test reports, computer software products, and system security plans. Invoicing must be processed through the Wide Area WorkFlow (WAWF) system. Offers are due by 4:00 PM Eastern Time on October 26, 2026, and should be submitted electronically to the primary point of contact, Trista Ray.
