Naval Surface Warfare Center (NSWC) Crane has a requirement for sustainment of Government Furnished Property (GFP) Near Field Range (NFR) in support of production and repair of UA COMMS system components. The NBA interfaces with the Unmanned Aircraft or the Mission Control Segment (MCS) equipment for configuration and status and processing Platform C2 data (Air Vehicle Command and Control (AVC2)).
The proposed contract action is for the procurement of supplies which the Government intends to solicit and negotiate with one source, L3 Technologies, Inc. Communications Systems-West 640 N 2200 W, Salt Lake City, UT 84116-2925, under the authority of FAR 6.302-1(a)(2) RFO 6.103-1(b) (statutory authority 10 U.S.C 3204(a)(1)), only one responsible source. The requirement is being solicited on a sole source basis because L3 Technologies is the only company with knowledge and experience of maintaining the NFR for use in testing UA COMMS components. Demand for service is low for this unit. Services are required based on prior defined deliverables for all the products included in the installation effort. Another supplier or vendor could not produce the data or procedures without going to L3Harris. All responsible sources may submit a statement of interest which shall be considered by the agency.
However, a determination by the Government not to compete this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of re-evaluating the justification for sole source or limitation of sources and making a determination to change the acquisition strategy to a competitive procurement.
