AI Contract Overview

The contract involves a sole source extension intended to continue critical financial management services provided by Regis and Associates, who are uniquely qualified to update, correct, and administer Secretariat/Activity accounts, as well as prepare them for official year-end certification and close-out. This extension, lasting one month starting October 1, 2012, is necessary to facilitate the in-sourcing of these services during that period. The work includes close coordination with the Defense Finance and Accounting Service (DFAS) to manage the status, corrections, and updates of Department of the Navy financial customer accounts. The uninterrupted continuation of these services is essential to prevent potential violations of the Anti-Deficiency Act, avoid inaccuracies in account monitoring, and ensure proper reflection of authorizations and obligations. The contract is being pursued under the authority of FAR 6.302-1, allowing limited source negotiations, and the government encourages interested parties to express their capability within five days of the notice. However, the government retains full discretion regarding competition of the contract. The importance of this contract lies in maintaining compliance and favorable outcomes during Financial Improvement Audit Readiness assessments, which directly impact the Secretary of the Navy. In light of federal fiscal constraints, maintaining this support is imperative to protect financial operations and audit integrity. Interested responders are instructed to submit their responses via email to the designated contact, referencing solicitation number N0018912Q3401.

Full Description

The proposed sole source contract extension is for services for which the Government intends to solicit and negotiate with limited sources under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement. The Government will consider all responses received within 5 days after date of publication of this notice of intent. A determination by the Government not to compete this proposed contract action is solely within the discretion of the Government. The period of performance will consist of a one month period of performance extension to begin 1 October 2012 in order to allow for the in-sourcing of the required services in that timeframe. Regis and Associates is considered the only vendor with the ability to update, correct, and administer the Secretariat/Activity accounts and prepare the accounts for Official Year-End Certification/Close-Out. In addition, support is required to interact with DFAS on the status, correction, and update of DON/AA FMD customer financial accounts. In support of the fiscal constraints within the federal government, it is imperative to continue with uninterrupted support of the required efforts. Without this critical support, the Secretariat will be unable to close out the various Secretariat accounts, putting the Secretariat at severe risk to Anti-Deficiency Act (ADA) violations. Accounts would go unmonitored and would not properly reflect authorizations and obligations. The Secretary of the Navy would receive unfavorable findings with Financial Improvement Audit Readiness (FIAR) and Assessments. All responses may be emailed to Joe Haviland at contact@example.gov and reference number N0018912Q3401.
