AI Contract Overview

The contract involves a sole source procurement for update services and periodic maintenance of the Global Digital Asset Management System (GDAMS), which is essential for managing the acquisition, storage, and distribution of still and video imagery. The Government intends to negotiate directly with Global Technologies Group, Inc., the only supplier capable of providing the necessary updates and maintenance due to their proprietary expertise and status as the original equipment manufacturer. The GDAMS is integral to office workflow and operational readiness, making maintenance by any other source potentially disruptive, leading to added costs and voiding the current maintenance agreement. The Government is seeking to ensure the system remains technologically current, with any software and workflow changes requiring the designated technical agent of the OEM. This contract falls under the North American Industry Classification Systems (NAICS) Code 518210 and aligns with FAR 13.106-1(b)(1) regulations for non-competitive procurement. While this notice is not a solicitation for competitive proposals, the Government invites interested parties to express interest and demonstrate capability to fulfill the requirement within ten days of the notice's publication. Responses must be submitted by 3:00 PM EST on August 6, 2014, to the specified email contact, though the final decision to compete the contract remains at the Government's discretion. The solicitation is identified by number N0018914H2268.

Full Description

The proposed contract action is for commercial supplies or services for which the Government intends to solicit and negotiate with only one source under authority for FAR 13.106-1(b)(1). Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within ten days after date of publication of this notice of intent. A determination by the Government not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Global Technologies Group, Inc. is considered the only supplier who can supply update services and periodic maintenance for an existing Global Digital Asset Management System (GDAMS) for the acquisition, storage, management, and distribution of still and video imagery. The GDAMS uniquely combines required technical capability in a single, integrated functional package, and office workflow is built around this system. Maintenance of this system is a technologically current status is therefore the key to continued readiness and daily functionality. Update or maintenance of the system by any other source could potentially compromise its operational readiness, would require familiarization time at additional expense, and void our current maintenance contract. Specifically, changes in workflow and software interface characteristics, and the incorporation of new technology can only be accomplished by the OEM manufacturer acting through a designated technical agent. Global Technologies Group, Inc. is the sustaining vendor and is proprietary developer of the complex technical enhancements now required. The applicable North American Industry Classification Systems (NAICS) Code is 518210. All responses may be emailed to Joseph Haviland at contact@example.gov and reference number N6676014RC60021 no later than 1500 EST on 6 August 2014.
