The Naval Criminal Investigative Service (NCIS) plans to award a sole source, firm-fixed-price purchase order to Neustar IP Intelligence for the renewal of annual maintenance services that support NCIS operations. This contract involves acquiring software and support services for Neustar’s IP Intelligence platform, which includes unlimited monthly queries. Due to the unique nature of the product and compatibility requirements with Boeing-Autometric-developed software, no other U.S. vendors or distributors can supply the needed IP geolocation information or maintenance licenses. Following a market survey, the requiring activity concluded that Neustar is the only source capable of fulfilling this requirement. The contract falls under the North American Industry Classification System (NAICS) code 518210 for Data Processing, Hosting, and Related Services. This action will be solicited and negotiated under sole source authority as per FAR 13.106-1(b) and 10 U.S.C. 2304(c)(1), and while the notice invites interested parties to express capability within two days, competition is not guaranteed. Bids must remain valid for at least 30 calendar days post-close, and delivery is expected within 30 days after receipt of order, with offerors required to specify their delivery timeline up to 60 days. The selected offeror must comply with applicable commercial item terms and conditions outlined in relevant FAR clauses. Evaluation criteria will include price, technical capability, delivery, and past performance, with non-price factors also playing a significant role. Responses are to be emailed to the designated contracting agent by the specified deadline.
