The Directorate of Contracting at Fort Campbell, KY, is seeking to modify and enhance Expandable Lightweight Air Mobile Shelters (ELAMS) by procuring six long vestibule tents, complete with covers, support frames, and two sets of steps that integrate with existing platforms between two ELAMS. Each tent measures approximately 30 feet 4 inches in length and 3 feet 5.5 inches in width, featuring openings to connect to both the ELAMS and replacement walls. In addition, six aluminum platforms are required, constructed from aluminum tread plates and tubing, designed with provisions for aluminum framing and step attachments. This procurement will be conducted as a sole source acquisition under a firm fixed-price supply contract with D&R Engineering of Springfield, Missouri, due to their prior manufacturing of compatible enhancements for these tents, making them the only viable source to ensure product compatibility and avoid additional government expenses. The contract falls under NAICS code 314912 with a small business size standard of 500 employees and will be awarded following Simplified Acquisition Procedures and an Other Than Full and Open Competition basis. While this notice is not a solicitation for competitive offers, interested firms capable of meeting the requirements may submit written notification along with supporting evidence within ten days of the notice publication. The government retains sole discretion on competition decisions based on any responses received. In the absence of responses, negotiations will proceed exclusively with D&R Engineering. Submissions are due by August 13, 2004, and must be sent via email or fax, with telephone inquiries not accepted. Points of contact are provided for submission and questions.

The Directorate of Contracting (DOC), Fort Campbell, KY, has a requirement for modification and enhancement of Expandable Lightweight Air Mobile Shelters (ELAMS). Requirement is for: (1) Six (6) Long Vestibule Tent to include cover, support frame, and two sets of steps which tie into existing platform running between two ELAMS. Tent size: 30 ft 4 inch long by 3 ft 5.5 inch wide with openings on the long side to tie into the ELAMS and openings on the ends that tie into the tent with the replacement wall. (2) Six (6) Platforms constructed from aluminum tread plate and aluminum tube with holes on the edge of the platform to receive the aluminum framing and slots o n each side for the steps. The procurement will be conducted on a sole source basis in accordance with the statutory authority of 10 U.S.C. 2304(c) (1) as implemented by FAR 6.302-1. The Agency intends to enter into a firm fixed price, supply type contra ct with D&R Engineering located in Springfield Missouri. The basis for restricting competition is that D&R Engineering manufactured similar enhancements for identical tents and is believed to be the only source who can manufacture these enhanced parts to be compatible with the original products. Further, there would be duplicative cost to the Government to utilize another source to satisfy the Governments requirement. NAICS code for this procurement is 314912 and the small business size standard is 500 e mployees. This sole source requirement will be procured under Simplified Acquisition Procedures and Other Than Full and Open Competition, and awarded on an unrestricted basis. Supporting evidence must be furnished in sufficient detail t o demonstrate the ability to comply with the requirements listed. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government. See Numbered Note 22. If no responses are received, the Government will proceed with the sole source negotiation with the manufacturer, D & R Engineering. Responses are due by 13 August 2004, 4:00 p.m. (CST). Responses shall be subm itted via e-mail to the following address: contact@example.gov or faxed responses will be accepted at +1 (555) 000-0000.
