The Naval Supply Systems Command Fleet Logistics Center Norfolk is soliciting Cloud Catering and Events on a sole-source basis under FAR 6.302-1 and FAR 12.102(a) to provide comprehensive catering and event services for the CNO Times Square Evening Reception at Nasdaq MarketSite in New York City on July 3, 2026. This non-competitive action is justified due to the exclusive contractual rights held by Cloud Catering and Events as the sole caterer permitted at the Nasdaq Marketsite facility, with no other vendor able to meet the unique operational and venue-specific requirements. The contract is awarded on a firm-fixed-price basis with a total estimated value of $152,000 and a strict period of performance from July 3 to July 4, 2026, with an initial notice issued on May 26, 2026, and responses due by June 1, 2026. The work scope includes full food and beverage service for approximately 300 guests, requiring gluten-free, nut-free, dairy-free, vegan, vegetarian, and halal menu options, a full open bar with three staffed stations, disposable serviceware exclusively, specified floral arrangements, decor elements, and full setup and teardown responsibilities without the use of china or glassware. All deliverables must align with Nasdaq MarketSite standards and U.S. Navy protocols, and a detailed setup diagram must be submitted and approved 14 days in advance. The contract is administered by the Department of Defense under NAICS code 722320 with a $9 million size standard, though no small business or socioeconomic certifications are required or submitted due to the sole-source nature. The Contracting Officer is Jill Joscelyn, with CDR Michael Stampfler and CDR Marcus Cline designated as the Contracting Officer’s Technical Representatives. The Government retains the right to cancel the event up to 10 days prior or reduce guest counts up to five days prior without penalty. No formal evaluation factors, line-item pricing, or standard FAR clauses are included, as the award is predicated solely on the unique exclusivity of the vendor. Submission of proposals is restricted to email delivery to the designated point of contact, and no electronic invoicing systems or accounting codes are specified in the documentation.
