SECTION A – SOLICITATION INFORMATION
This is a Combined Synopsis/Solicitation for commercial secure electronic data interchange (EDI) clearinghouse services prepared in accordance with FAR Part 12 and FAR 12.603. This announcement constitutes the only solicitation. 



Quotations are being requested in response to this notice, and a separate written solicitation will not be issued. This solicitation is being conducted pursuant to the Buy Indian Act, 25 U.S.C. § 47, and is set
aside for Indian Small Business Economic Enterprises (ISBEEs) in accordance with HHSAR
Subpart 326.6.



If the Government does not receive an acceptable quotation from an eligible ISBEE, the Government
may evaluate quotations and consider award under the following cascading set-aside tiers:
• Indian Small Business Economic Enterprises (ISBEEs)
• Service-Disabled Veteran-Owned Small Business (SDVOSB)
• HUBZone Small Business
• Small Disadvantaged Business (SDB)
• All Other Small Business Concerns


This solicitation incorporates by reference the provisions and clauses in effect through the
applicable Federal Acquisition Regulation (FAR), Health and Human Services Acquisition Regulation
(HHSAR), and applicable class deviations identified in this solicitation.

To be considered for award, quoters shall submit the following by the quotation due date and time
specified in this solicitation:

• Volume II – Past Performance (Attachment 1 – Past Performance Survey)
• Volume III – Price (Attachment 2 – Pricing Schedule)
• Completed Indian Economic Enterprise (IEE) Representation, if applicable
• Signed Standard Form (SF) 1449, including any solicitation amendments, if applicable


Question Submission:
Questions regarding this solicitation shall be submitted no later than August 31, 2026 at 03:00
p.m. Mountain Standard Time (MST). Questions shall be submitted using Attachment 3 –
Questions and Answers (Q&A) Template. Responses to timely submitted questions will be
provided by solicitation amendment.
