SUNY Downstate Health Sciences University (SUNY-DHSU) is soliciting interest from qualified vendors to provide comprehensive telecommunications broadband connectivity technology services related to securing approval and managing expense reimbursement from the Federal Communications Commission’s (FCC) Healthcare Connect Fund (HCF). The vendor selected will represent SUNY-DHSU before the FCC to apply for Rural Health Care (RHC) funding spanning five years from 2023 through 2027, ensuring continued compliance with all FCC regulations, particularly maintaining the required rural-to-urban site ratio. The contract term is five years, and vendor payment is contingent solely upon the successful approval and disbursement of reimbursements to SUNY-DHSU, highlighting an outcome-based compensation model. Vendors must demonstrate at least five years of experience working with hospitals of similar size and complexity, have expertise in managing federal broadband funding programs, and be capable of providing all listed services and items specified in an attached Excel document; partial bids will not be accepted. The solicitation requires vendors to submit a completed Excel grid confirming their ability to provide each required service or item alongside detailed narrative explanations on official company letterhead, illustrating how they will fulfill the full scope of services. Critical obligations include securing and maintaining SUNY-DHSU’s standing as a participating entity in relevant FCC consortiums, ensuring ongoing regulatory compliance over the contract duration, and submitting all necessary funding applications. The place of performance is SUNY-DHSU’s campus in Kings County, New York. There are no subcontracting participation goals tied to minority, women, service-disabled veteran, or disadvantaged business categories. Communication regarding the solicitation is restricted to designated contract officers at SUNY-DHSU, and proposals are accepted continuously with no specified deadline. While the solicitation requires detailed documentation and vendor qualifications for technical acceptability, no pricing data or formal federal contract clauses are included; payments are tied to actual FCC reimbursement outcomes rather than fixed contract prices or costs.
