This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation, an obligation or commitment by the Indian Health Service.
This notice is intended strictly for market research to determine the availability of Indian Economic Enterprises (IEE)Businesses.
Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. The anticipated applicable NAICS code for this acquisition is 562111, Solid Waste Collection. This U.S. industry comprises establishments primarily engaged in (1) collecting and/or hauling nonhazardous solid waste (i.e., garbage) within a local area; (2) operating nonhazardous solid waste transfer stations; and (3) collecting and /or hauling mixed recyclable materials with a local area.
- Background
The Mission of the Wagner IHS is to provide the best possible healthcare services to the Native American population of the Yankton Sioux Tribe in South Dakota. To meet this mission, the Wagner IHS Healthcare Center (IHS) has identified a need for a Non-Personal, Firm Fixed Price, Base Year plus Four (4) One (1) Option Year Service Contract for Solid Waste (Garbage) Removal Services.
- Objective
Solid waste removal services rendered by the Contractor shall include the removal of all materials considered “regular” garbage. Some items include but are not limited to: food waste, paper, metal cans, milk containers, etc.
2.1 Scope
- The Contractor shall be responsible for making a complete survey of the premises where dumpster services are to be rendered at the Wagner Health Center at 111 Washington Ave. NW Wagner, SD 57380 in order to be thoroughly familiar with the coverage of the service requested in this specification. Any misunderstandings arising from not fully meeting the requirements outlined in this specification due to failure in conducting a survey shall not excuse the Contractor from fully complying with the requirements of the specification outlined.
- All regular pick-up services shall be performed three (3) times a week, Monday, Wednesday and Friday, on a weekly basis, for each week of the month, for 12 months, where dumpster services are to be rendered at the Wagner Health Center 111 Washington Ave. NW Wagner, SD 57380. The contractor shall obtain permission from the Facilities Manager and the Contracting Officer prior to performing additional services that may be needed outside the specified hours of the period of performance.
- Contractor shall provide a schedule of pickup services with bid proposal.
- The Contractor shall provide a monthly waste manifest report, for each pickup and obtain a signature from the Facilities Manager, or any designated Wagner Health Center personnel, for all solid waste collected.
- Contractor shall provide two (2) 6-yard dumpster for the facility building that will be used throughout this contract.

Wagner IHS Healthcare Center hours of operations are Monday through Friday 7:00am to 11:00pm.

7.0 Contractor Compliance
The Contractor shall adhere to the Health Insurance Portability and Accountability Act (HIPAA), Privacy Act of 1974.
8.0 Administrative
- Compensation - Billing will be at a fixed rate for all services.
- Meetings/Conference Calls – The Contractor shall attend meetings or conference calls scheduled by the Contracting Officer’s Representative (COR) to address areas of concern and exchange information to ensure all contract requirements are being met. The COR shall be responsible for scheduling and coordination of all meetings and conference calls.
