Le présent appel d’offres a pour objet d'obtenir des soumissions pour l’acquisition d’une solution intégrée de gestion du portefeuille d’investissements et de prêts, ainsi que des services professionnels requis à sa mise en œuvre et son intégration. La solution recherchée doit notamment permettre de; Ø Optimiser et automatiser les processus liés à l’administration du portefeuille d’investissements et de prêts, incluant l’ouverture, la modification, le déboursement et l’encaissement des dossiers; Ø Offrir des capacités robustes de gestion financière et comptable La solution de gestion et d’administration des interventions (LSS) proposée doit permettre l’administration complète des instruments de dette. Toutefois, IQ souhaite également que la solution soit en mesure de soutenir l’administration des instruments d’équité et de quasi‑équité (incluant notamment les placements privés, la syndication et la dette junior). Cette capacité peut être offerte soit par des fonctionnalités dédiées, soit par une adaptation ou un paramétrage des mécanismes existants de la solution, y compris ceux initialement conçus pour la gestion de la dette. Les soumissionnaires doivent décrire comment leur solution permet de couvrir ces types d’interventions financières, ainsi que les principales limites ou adaptations requises, le cas échéant. La capacité de la solution à administrer des instruments d’équité et de quasi‑équité, qu’elle soit native ou obtenue par une adaptation des modules de dette, sera considérée comme une valeur ajoutée dans l’évaluation, sans constituer une exigence éliminatoire. La Solution doit être offerte en mode infonuagique. À cet égard, le présent appel d’offres prévoit deux (2) scénarios distincts d’hébergement et de livraison de la Solution, à savoir : Soit une Solution livrée en mode Software as a Service (SaaS); Ou une Solution livrée en mode SaaS géré (Managed Service). Le soumissionnaire peut déposer une soumission pour l’un ou l’autre des scénarios, ou pour les deux scénarios, lorsque applicable, conformément aux modalités prévues au présent appel d’offres et au bordereau de prix.
