The Maryland State Board of Elections (SBE) is seeking a solution to facilitate the curing of mail-in ballots via text message for the 2026 statewide elections. Under Maryland law, each mail-in ballot must include a signed oath for it to be counted, and if a ballot is returned without this signed oath, election officials traditionally contact the voter to obtain the necessary signature, a process known as curing. The 2023 legislation mandated that voters be allowed to cure ballots through texting, and SBE aims to implement a secure, efficient text-based curing solution that will be used across all 24 local boards of elections, with management centralized by SBE. The solicitation, titled "Solution to Provide Signatures on Mail-in Ballot Oath via Text Message," was posted on April 23, 2025, with a response deadline of May 8, 2025. The project budget ranges from $500,000 to $2,000,000, and it is managed under the NAICS code 517919. The primary contact for this procurement is Whitney Leroux, reachable via email at [email hidden]. The solution is intended to streamline the curing process, ensuring compliance with legislative requirements and enhancing voter accessibility and election integrity across Maryland.

Full Description

The Maryland State Board of Elections (SBE) requires a curing by text solution to use in the statewide 2026 elections. Each mail-in ballot submitted by a voter must contain a signed oath in order to be counted.  If a ballot is returned without a signed oath, election officials must reach out to the voter and offer them the opportunity to provide a signed oath - otherwise known as curing.  Historically, voters did this by going to the local board of elections, emailing a signed oath, etc.   In 2023, the Maryland General Assembly required that voters be allowed to use texting to cure a ballot submitted without a signed oath.  SBE is looking for a solution that allows voters to cure a ballot via text.  The solution will be used by all 24 local boards of elections, but managed by SBE.
