Solicitation W911XK-09-T-0077, issued by the US Army Corps of Engineers, Detroit District, concerns the repair of the Unit 10 Runner at Sault Ste. Marie, Michigan. The scope of work focuses on turbine cavitation repairs, including the removal of specified turbine blade sections and their replacement with stainless steel. The contractor is required to cut and grind the leading edges of the runner blades to a profile provided by Voith Siemens, duplicate this profile across the remaining three blades, and provide structural supports to prevent deformation from weld shrinkage. Additional requirements include replacing blade positioning blocks, performing minor welding repairs on the discharge ring, and providing all necessary safety equipment, ventilation, and air monitoring. The procurement process involved several amendments that transitioned the acquisition from a HUBZone small business set-aside to an unrestricted solicitation and changed the pricing structure to a single lump sum bid. Evaluation criteria are based on price, past performance regarding turbine cavitation repairs, and the technical qualifications of the assigned welders and grinders. According to the final updates, the contractor is granted 120 days after the award to complete all work and cleanup, with on-site operations scheduled to begin no earlier than October 19, 2009.
