The Department of National Defence is seeking bids for two identical safety relief valves, each quantity of four units, to be delivered to CFB Halifax, Nova Scotia and CFB Esquimalt, British Columbia. The valves must conform to part numbers R10AL5L512-CS4 or D50794, manufactured by HUNT VALVE COMPANY, INC., with NCAGE code 11859, and suppliers may propose equivalent or substitute products provided they furnish full specifications, descriptive literature, and the NCAGE of the alternate item. All deliveries must be made on a Delivered Duty Paid (DDP) basis under Incoterms 2020, meaning the contractor bears all costs, risks, and customs clearance until goods are received at the designated locations. Technical compliance is mandatory and evaluated on a pass/fail basis, requiring correct part numbers and NCAGE codes, and any equivalency claims must demonstrate no impact on third-party warranties. Only technically acceptable bids proceed to financial evaluation, where award is determined strictly on the lowest price per item, following a Lowest Price Technically Acceptable (LPTA) methodology. Compliance with Canadian Forces packaging, preservation, marking, and barcoding specifications is required, including D-LM-008-001/SF-001 for packaging and preservation, D-LM-008-002/SF-001 for marking, UCC/EAN-128 barcodes using Application Identifiers 241 or 7001, and adherence to SACC Manual D2000C and D2001C. Delivery must occur on or before March 31, 2027, with flexibility allowed for negotiated adjustments. Proposals must be submitted electronically via Canada Post’s Connect service by June 10, 2026, at 14:00 EDT, and must be organized into technical, financial, and certification sections. Bidders must attest they are not on the Federal Contractors Program’s “Limited Eligibility to Bid” list, and no security clearances or key personnel requirements apply. Invoicing is handled electronically or via hard copy to designated payment offices in Halifax and Esquimalt, with payment by direct deposit or wire transfer. Failure to meet any certification, technical, or delivery requirement renders a bid non-responsive.
