The Federal Housing Finance Agency (FHFA), through its Office of Technology and Information Management, requires the procurement of SourceFire equipment, licenses, support, and maintenance to maintain and expand its existing intrusion detection system (IDS) infrastructure. This procurement is conducted under the NASA Solutions for Enterprise-Wide Procurement (SEWP) Government-Wide Acquisition Contract, enabling multiple authorized vendors to compete fairly under SEWP Groups A, B, C, and D. Despite this competition among distributors, the acquisition is justified as a brand name purchase due to the unique compatibility and integration requirements tied to the existing SourceFire IDS deployment at FHFA. The justification cites FAR 6.302-1 (c), stating only SourceFire can fulfill the technical needs of the agency, as other products would be incompatible with current systems, leading to substantial additional costs for replacement, installation, modification, and training. SourceFire is the sole manufacturer providing the required equipment, licenses, and support services, which include on-site and remote assistance, phone support, and Return Merchandise Authorization options. The need is critical to ensure continuous and effective intrusion detection at key redundant network locations for FHFA, underscoring the importance of maintaining consistent, brand-specific support and maintenance to safeguard their network infrastructure.

General Info

JUSTIFICATION AND APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION (Brand Name Justification) In accordance with FAR 11.105 (a) (3), the following brand name justification is hereby provided for public dissemination. NOTE: This requirement will be competed under the NASA Solutions for Enterprise-Wide Procurement (SEWP) Government-Wide Acquisition Contract (GWAC) among Groups A, B, C, and D. All prime vendors under these Groups of the NASA SEWP contract will be given a fair opportunity to compete. The NASA SEWP RFQ Number is 142688. 1. DESCRIPTION OF SERVICES AND SUPPLIES: The Federal Housing Finance Agency (FHFA), Office of Technology and Information Management (OTIM) has a requirement for the purchase of equipment, licenses, support and maintenance specifically provided by SourceFire. 2. STATUTORY AUTHORITY: FAR 6.302-1 (c) Only one responsible source and no other supplies or services will satisfy agency requirements, Application for brand name descriptions. 3. RATIONALE SUPPORTING USE OF AUTHORITY CITED ABOVE: (Note: A redacted copy of the full Brand Name Justification is attached.) This requirement is for specific brand name equipment, licenses, support, and maintenance. Although this requirement is brand specific to SourceFire, multiple distributors are available to quote on a competitive basis under the NASA SEWP multiple award contract vehicle. Brand Name Justification: The following key points are some of the considerations in justifying the acquisition of equipment, licenses, support and maintenance for Sourcefire IDS systems at FHFA: - FHFA currently has Sourcefire IDS deployed on the FHFA network. Equipment, licenses, and support are provided by Sourcefire. - All support services are provided by SourceFire personnel either on site, by phone, remotely, via download or through Return Merchandise Authorization (RMA.) - Sourcefire is the sole provider/manufacturer of the equipment, licenses, support services and maintenance. - If FHFA procures different brand equipment, licenses and support for IDS would be incompatible with our current IDS infrastructure. - Not purchasing equipment, licenses, support and maintenance to add devices to our IDS infrastructure will cause FHFA to not have intrusion detection at key redundant locations. - The cost of replacing, installing, modifying, and training any system other than Sourcefire would be much greater than the request made by this justification.
