Sources Sought_Breech Lock

The Army Contracting Command – Detroit Arsenal is conducting a market survey to assess industry interest and capability in manufacturing the Breech Lock, identified by National Stock Numbers 1005-01-536-5640 and 1005-01-536-5643, under the BOAST Program. The survey seeks responses from qualified contractors who can demonstrate current manufacturing capacity, experience with First Article Testing of five units, and the ability to access the controlled Technical Data Package, which requires an active DD Form 2345 certification under the Joint Certification Program. Respondents must provide detailed information on their business size and socioeconomic status, production location, minimum and maximum sustainable monthly production rates, lead time after award, current unit pricing, and quality management system certifications such as ISO 9001 or AS9100. Contractors not currently approved under BOAST must verify eligibility through W912CH-26-R-0001 on SAM.gov, and all responses must include proper labeling of confidential or proprietary information as “CONFIDENTIAL” with clear identification of restricted content. The survey does not constitute a solicitation or commitment by the government, and no formal contract clauses, evaluation factors, pricing estimates, or delivery schedules are established at this stage. Responses must be submitted by email to Ryan Nawrocki at ryan.d.nawrocki.civ@army.mil no later than May 18, 2026, using Microsoft Word or Adobe PDF formats, and must include the vendor’s CAGE code along with a complete questionnaire addressing all specified capability areas. The primary place of performance is identified as Warren, Michigan, and while production may occur at the contractor’s facility, compliance with technical data handling and destruction protocols is mandatory, requiring full adherence to Distribution Statement D restrictions and secure disposal methods upon contract completion.
