RFQ-171-260000000401-2 | 591/25433.DPL; Monroe & New Buffalo W.C. - Play Equipment
Solicitation # 591/25433.DPL
The solicitation RFQ-171-260000000401-2 issued by the Michigan Department of Transportation (DTMB) seeks bids for the furnishing and installation of playground equipment at multiple locations across Michigan, specifically targeting facilities in Monroe and New Buffalo. The scope of work includes construction and installation tasks such as concrete paving, safety surfacing, removal of existing trees and roots, and optional add-ons like fencing, benches, shrubs, and perennials, all to be executed according to detailed specifications and site plans. All work must comply with a comprehensive set of technical standards, including ASTM and IPEMA certifications for playground surfacing, ADA accessibility requirements, and soil compaction protocols. The contract emphasizes quality control through on-site inspections by the state, requiring certified testing for materials like rubber surfacing, concrete, and geotextiles, along with strict preservation and labeling protocols to prevent contamination and degradation during handling and storage. While the base bid and alternates are clearly defined in quantity, no unit or lump sum pricing is provided, indicating that pricing will be submitted by vendors as part of their bid response. Bidders must demonstrate responsibility and responsiveness through financial capability, technical experience, past performance, and insurance coverage, with award based on best value rather than lowest price alone, allowing for trade-offs between cost and qualitative factors. Proposals must be submitted electronically through the State of Michigan’s SIGMA Vendor Self-Service portal by the deadline of August 12, 2026, and organized into two files: one containing bid forms and certifications, and another for Qualified Disabled Veteran documentation if claimed. Vendors must register for electronic funds transfer payments and comply with Michigan-specific socioeconomic requirements, including certification of state business status and non-collusion affidavits. The contract requires adherence to state project registration rules and specific material labeling, UV resistance for geotextiles, and utility tape color-coding per industry standards. No federal FAR clauses or MIL-STD references apply; instead, the procurement follows state-level construction specifications with no mention of key personnel, options, security clearances, or OCI provisions. Payment will be processed electronically upon submission of certified payroll and request forms, with final acceptance contingent upon substantial completion and inspection at the project sites.
