Full Description
THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE. The Naval Air Systems Command (NAVAIR) at Patuxent River, MD has a requirement to award a modification to update the Non-Recurrring Engineering (NRE) scope to replace the Quadrant Receiver Exciter (QRE) Circuit Card Assembly (CCA), port previously developed software from the original effort and update the software using the current baseline configuration, and deliver update AN/APR-39D9V)2 processors utilizing the Signal Acquisition (SigAcq) CCA under the Full Rate Production (FRP) FY19-22 contract N0001920C0054 to support AN/APR-39.
The Government intends to solicit this effort on a sole source basis to Northrop Grumman Systems Corporation (NGSC), in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C 3204(a)(1), as implemented by FAR 6.103-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” NGSC is the sole designer, developer, and manufacturer of the equipment addressed in this synopsis and no other supplies or services will satisfy agency requirements. In addition, the Government does not own a Technical Data Package (TDP) for the AN/APR-39. Drawings and data are proprietary to NGSC.
THIS IS NOT A REQUEST FOR PROPOSAL. No contract will be awarded on the basis of offers received in response to this notice. All inquiries and concerns must be addressed to the Contract Specialist, Craig Hayden at craig.s.hayden2.civ@us.navy.mil. Responses to this notice must be submitted by 28 May 2026. A determination not to compete this requirement is within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in a future procurement.
