The Naval Air Systems Command (NAVAIR) requires a contract modification to update the Non-Recurring Engineering (NRE) scope for the AN/APR-39 system, specifically to replace the Quadrant Receiver Exciter (QRE) Circuit Card Assembly (CCA), port previously developed software to the current baseline, and deliver updated AN/APR-39D(9V)2 processors using the Signal Acquisition (SigAcq) CCA under the Full Rate Production FY19-22 contract. This effort supports continued development and enhancement of the AN/APR-39 system, which is critical to the Government’s operational needs. This requirement will be solicited on a sole source basis to Northrop Grumman Systems Corporation (NGSC) under the authority allowing contracts with only one responsible source due to NGSC being the sole designer, developer, and manufacturer of the equipment. The Government lacks technical data packages and proprietary drawings necessary to engage other suppliers, making NGSC uniquely qualified. Interested parties for subcontracting opportunities are directed to contact NGSC directly, while all official inquiries regarding the contract must be addressed to the designated Contract Specialist by the specified deadline. The Government retains discretion to decide whether competition is advantageous in any future procurement.
