The U.S. Securities and Exchange Commission is conducting market research through a Request for Information to identify potential vendors capable of providing library support services, including reference assistance, collection management, online resource access, user training, and system administration. This RFI, issued under FAR 10.001 for planning purposes only, is not a solicitation and does not obligate the Government to award a contract. Vendors are requested to submit a concise response of no more than ten pages, including a cover sheet with legal business name, UEI and CAGE codes, SAM.gov registration status, small business and socioeconomic certifications, and details on existing government contracts. A capability statement must demonstrate experience delivering news monitoring services to federal clients, aligned with a draft Statement of Work provided as Attachment A. Vendors are also asked to provide a rough order of magnitude pricing estimate for a five-year period—base year plus four optional one-year periods—with performance beginning September 28, 2026. Feedback on the draft SOW is required and must include specific, annotated suggestions addressing clarity, technical feasibility, competition restrictions, and performance metrics, submitted either as a tracked-changes version of the SOW or a separate document. Responses must be sent electronically to the Contracting Officer by the July 17, 2026 deadline, and only PDF or Microsoft Word files are accepted. Questions must be submitted by July 7, 2026, and all responses will be publicly posted on SAM.gov, with no individual replies provided. The Government retains full rights to all submitted information, which becomes its property upon receipt. The contract, if issued, will involve four defined roles with specific staffing requirements, including one key personnel position requiring on-site presence, and hybrid work arrangements for other roles. The period of performance includes a base year and four option years, with the Government retaining discretion to exercise each option under FAR 52.217-9. All deliverables, including monthly status reports, become Government property, and vendor personnel must comply with federal security and information handling protocols, though no specific security clearance level is mandated. No formal evaluation criteria, award basis, or contract values are established at this stage, and the RFI will solely inform future acquisition decisions, including potential small business set-asides or sole source justifications.

No reimbursement will be made for any costs associated with providing information in response to this RFI.

The U.S. Securities and Exchange Commission (SEC) is conducting market research to identify vendors capable of providing library support services.

The information gathered through this RFI will be used to determine the appropriate acquisition strategy, set-aside eligibility, and procurement approach, including but not limited to full and open competition, small business set-aside, or sole source justification.

2.4 Draft Statement of Work (SOW) Comments

A draft Statement of Work (SOW) for this requirement is attached to this RFI as Attachment A. The SEC is seeking industry feedback on the draft SOW prior to finalizing the solicitation. Respondents are encouraged to review the draft SOW and provide written comments addressing the following:

  • Clarity and completeness: Are the requirements clearly and sufficiently described? Are there any ambiguities, gaps, or inconsistencies that should be addressed?
  • Technical feasibility: Are the technical requirements, delivery timelines, and performance standards achievable and consistent with industry standards and commercial best practices?
  • Overly restrictive terms: Are there any requirements that may unnecessarily restrict competition or limit the pool of capable vendors?
  • Performance standards and metrics: Are the proposed performance standards (e.g., delivery timeframes, alert response times, uptime requirements) reasonable and measurable?
  • Suggested revisions: Please provide specific recommended edits, additions, or deletions to the draft SOW language, with rationale.

SOW comments should be submitted using a tracked-changes version of Attachment A or in a separate document that identifies the relevant SOW section, proposed revision, and rationale. Comments will be used to inform the final SOW and will not be attributed to individual respondents in any subsequent solicitation.

Note: The draft SOW is provided for comment purposes only and does not represent the Government’s final requirements. The Government reserves the right to revise, modify, or withdraw the draft SOW at any time without obligation.
