The M-DASH event is a two-week simulation sprint scheduled for January 25 to February 5, 2027, in Las Vegas, Nevada. The government anticipates awarding Firm Fixed Price contracts or Other Transaction agreements with a maximum value of 100,000 dollars per selected offeror, out of a total estimated program cost of 600,000 dollars. Payment is issued as a single sum upon the conclusion of the event and the successful delivery of a Technical Review Presentation Package, which must include an end-of-event presentation, a technology survey, and simulated run digital audit logs. Eligibility for award requires offerors to have a CMMC Level 1 Self assessment and undergo a rigorous Science and Technology Protection risk review for all senior and key personnel. Proposals were due by October 21, 2026, and were subject to strict page limits for both the proposal and the Statement of Work. All deliverables must be submitted electronically to a government-controlled repository, and contractors must comply with AFRL supplemental requirements regarding patent rights, CUI marking, and security risk disclosures.

Atomically Precise Molecules (APM)
Solicitation # DARPA-PS-26-141
The Defense Advanced Research Projects Agency (DARPA) Multi X Office is soliciting proposals for the Atomically Precise Molecules (APM) program under solicitation DARPA-PS-26-141. The program aims to develop innovative synthesis techniques for programmable precision polymers (PPPs) and nonlinear optical (NLO) materials to overcome performance gaps in optical communications and LiDAR. The primary objective is the creation of scalable, fit-for-purpose materials, culminating in a prototype demonstration of a revolutionary NLO material integrated into a government-provided electro-optic modulator. Research focusing solely on inorganic materials or incremental improvements to the state-of-the-art is specifically excluded. This 36-month effort is structured in two technical phases, with Phase I focusing on developing PPP synthesis capabilities over the first 12 months. Awards will be issued as Other Transaction (OT) for Prototype Agreements under 10 U.S.C. 4022. Key requirements include CMMC Level 2 self-assessment compliance and adherence to a program-specific Controlled Unclassified Information (CUI) guide. Non-US organizations, FFRDCs, UARCs, and government entities are ineligible to serve as prime performers, though FFRDCs and UARCs may participate as subawardees provided they meet specific certification and conflict of interest mitigation requirements. Proposals must be submitted via the Broad Agency Announcement Tool (BAAT) by December 18, 2026. Submissions must include a technical and management volume, a price proposal with a detailed spreadsheet, a Task Description Document, and a schedule of milestones and payments. Evaluation will be based on the technical approach, relevance to the DARPA mission, budget realism, and the capability to transition the technology to military or commercial sectors. Payments are milestone-based and processed through the Wide Area Workflow (WAWF) system.

NGA - Boosting Innovative GEOINT - Science & Technology Broad Agency Announcement (BIG-ST BAA): Topic # 07 – Lidar Analysis for Surface & Environmental Reconnaissance (LASER)
Solicitation # HM047627XXXX
The Boosting Innovative GEOINT-Science and Technology (BIG-ST) Broad Agency Announcement (BAA), solicitation HM047623BAA0001, is a general solicitation by the National Geospatial-Intelligence Agency (NGA) to address hard GEOINT problems across three technical domains: Foundational GEOINT, Advanced Phenomenologies, and Analytic Technologies. The BAA operates through separate Topic Calls, with current active efforts focusing on Topic 07, Lidar Analysis for Surface and Environmental Reconnaissance (LASER). This specific project aims to automate and refine AI/ML classification algorithms for the autonomous detection of man-made surface and subsurface objects using ICESat-2 and GEDI space lidar data, progressing the technology from TRL 4 to TRL 5 or 6. The LASER project has a Phase 2 budget of 854,000 dollars for a 15-month period of performance estimated to begin on February 15, 2027. Key performance metrics include a probability of detection greater than 75 percent, a probability of error less than 25 percent, and positional accuracy within 1 meter for underwater targets and centimeter scale for above-ground targets. Deliverables include a kick-off brief, AI/ML methodology reports, a comprehensive final report, and a final software demonstration. The government may issue the award as either a procurement contract or an Other Transaction Agreement. Administrative requirements mandate that proposals follow a strict four-volume template, including technical, cost, and security volumes. Security is a critical component, with requirements ranging from unclassified CUI handling to Top Secret/SCI clearances and polygraph testing depending on the work performed. Contractors must comply with DFARS 252.204-7012 for cybersecurity and utilize the Invoice Processing Platform for electronic payments.
