AI Contract Overview
The Albuquerque Area Indian Health Service is conducting market research under FAR 10.001 to determine feasibility of awarding a contract for the replacement of the door and frame at Building 22 in Albuquerque, New Mexico, under NAICS code 238290, with the potential to set aside the requirement for an Indian Small Business Economic Enterprise (ISBEE) as authorized by the Buy Indian Act, 25 U.S.C. 47, and implemented through HHSAR 326.603-3 and IHM 5.5-6. This sources sought notice, identified by solicitation number 75H70726Q00072 and posted on June 23, 2026, is not a solicitation for proposals nor does it obligate the government to award a contract; it is solely intended to assess industry capability and eligibility for a potential ISBEE set-aside. Respondents must be registered in SAM.gov with a valid Unique Entity Identifier and must provide their business size status across multiple socioeconomic categories, including ISBEE, Small Business, SDVOSB, SDB, WOSB, and HUBZone, along with a completed IHS IEE Representation Form certifying eligibility under the Buy Indian Act. In addition, offerors must submit a capability statement, product brochure, or past performance documentation to demonstrate their capacity to perform the work. Responses are due by June 29, 2026, at 12:00 PM Mountain Time, and must be emailed exclusively to Stephanie Begay at Stephanie.Begay3@ihs.gov; automatic or incomplete responses will be deemed non-responsive. The place of performance is the Albuquerque Service Unit, ZIP 87106, and while no contract value, delivery schedule, or pricing information is available, compliance with Indian Economic Enterprise certification is mandatory throughout the offer, award, and performance phases, with false representations subject to criminal and civil penalties. No formal evaluation factors, contract clauses beyond the IEE representation requirement, or packaging and invoicing instructions are specified, as this remains a pre-solicitation information-gathering action.
