Prototype development for Battlefield Wound Infection Prevention and Treatment (BWI P&T) Barrier Combination
Solicitation # HT9427-26-R-E020
The Defense Health Agency Contracting Activity is seeking proposals for the development of a Battlefield Wound Infection Prevention and Treatment Barrier Combination prototype. This product must integrate a physical wound barrier with antimicrobial and antifungal properties to prevent systemic infections in combat scenarios. The project aims to advance the technology to a Technology Readiness Level of 7 or 8, requiring the development of a working prototype, the execution of human clinical trials, and the successful submission for FDA approval or clearance. The final product must be individual, compact, waterproof, and maintain sterilization, with a preference for packaging that allows one-handed opening in low-light environments. This effort is being conducted under the prototype Other Transaction Authority 10 U.S.C. 4022, meaning it does not follow standard FAR-based procurement. To be eligible, offerors must be nontraditional defense contractors, small businesses, or provide significant cost-sharing. The estimated period of performance is 48 months, divided into three objectives: prototype demonstration, clinical studies and regulatory submissions, and final FDA clearance. Proposals will be evaluated based on technical capability, management capability, and cost, with payments processed electronically via Wide Area Workflow. All clinical research must comply with Good Laboratory, Manufacturing, and Clinical Practices, and be approved by relevant Institutional Review Boards and the USAMRDC Office of Human and Animal Research Oversight.

Request for Information – Prophylactic Platform for Medical Countermeasures
Solicitation # W911SR27SPPFC
The Department of Defense, through the Portfolio Management Executive for Chemical, Biological, Radiological and Nuclear Defense (PME CBRND) and the Accelerated Defense Pharmaceuticals (ADP) program, is issuing a Request for Information (RFI) under solicitation W911SR27SPPFC. The objective is to identify capable companies that can advance the development of prophylactic medical countermeasures (MCMs) using existing platform technologies. The program focuses on progressing these countermeasures through Phase I or Phase II clinical trials, with a goal of enabling interim fielding via Expanded Access Protocols or pre-Emergency Use Authorization. The anticipated period of performance is up to four years, with work primarily conducted at the contractor's facilities. Interested respondents must provide a comprehensive capability description, including technical approach, regulatory status with the FDA, cGMP manufacturing capabilities, and a development roadmap with rough order of magnitude cost estimates. Evaluation criteria for future selections will emphasize manufacturing process capability, product safety and efficacy, past FDA experience, and the plug-and-play nature of the platform across various pathogens. Submissions must be delivered as a single searchable PDF, featuring a specific cover page and a core capability description not exceeding four pages. All non-clinical and clinical data must be SEND and CDISC compliant, and manufacturing must adhere to cGMP standards to support an Investigational New Drug application through a Biologics License Application.

ARMY OPEN SOLICITATION (AOS)
Solicitation # W9128Z-25-S-A002
The Army Open Solicitation (AOS), solicitation number W9128Z-25-S-A002, is an indefinite open solicitation issued by the U.S. Army Contracting Command-Aberdeen Proving Ground (ACC-APG) Digital Capability Contracting Center of Excellence. Its primary objective is to support all Army mission areas and maximize Army lethality by rapidly acquiring innovative commercial technologies, research and development solutions, and software acquisition pathway procurements. The AOS leverages a broad range of authorities, including FAR 6.102(d)(2), FAR 35.016 Broad Agency Announcements, and various 10 U.S.C. sections for prototypes and experimental procurements, as well as the Commercial Solutions Opening (CSO) process. Interested parties can engage through two primary methods: responding to Active Capability Gaps (ACG) or submitting proposals in response to specific Calls for Solutions. The award process generally follows a multi-phase approach consisting of a Solution Brief, a Live Pitch, and a final Solution Proposal. Evaluation is based on a hierarchy of Technical Merit, Viability, Feasibility and Desirability, and Schedule and Price. All submissions must be unclassified, and the government does not reimburse companies for costs incurred during the initial three phases of the solicitation process. Key administrative requirements include mandatory registration in the System for Award Management (SAM) and the use of the Wide Area Work Flow (WAWF) for invoicing. Security requirements mandate that all government data reside within the exclusive legal jurisdiction of the United States. Solution Briefs are strictly limited to five written pages in 12-point font or fifteen briefing slides and must be submitted as a single PDF document. While the overall AOS remains open in perpetuity until canceled, individual Calls for Solutions have specific, limited response windows.

ACC-DTA Ground Maneuver Commercial Solutions Opening (CSO)
Solicitation # W912CH-26-S-0001
The ACC-DTA Ground Maneuver Commercial Solutions Opening (CSO), solicitation W912CH-26-S-0001, is a streamlined acquisition initiative authorized under DFARS Subpart 212-70. Its primary objective is to rapidly procure innovative commercial products, services, and non-developmental items to enhance the development, integration, and sustainment of ground vehicle systems. The program utilizes a multi-phased competitive process—consisting of solution briefs, presentations, and commercial solution proposals—to expedite the delivery of critical technologies. Awards may be structured as fixed-price or fixed-price incentive fee contracts, utilizing FAR Part 12 Commercial Procedures or non-FAR agreements such as Other Transaction Authority (OTA) and Cooperative Agreements. The scope of the CSO is broad and evolves through various Areas of Interest (AoIs) active through 2028. Key initiatives include the TIGER Readiness and Hackathon programs focused on supply chain resilience and advanced manufacturing for the Abrams Main Battle Tank's AGT 1500 engine, the FALCONS rapid prototyping effort for long-range sensors with an anticipated funding ceiling of 24 million dollars, and the procurement of Counter-Unmanned Aircraft Systems (C-UAS) detection and Mobile Camouflage Systems. Vendors must be registered in the System for Award Management (SAM) with a Unique Entity ID and a verified CAGE code. Evaluation is based on technical approach, performance schedule realism, and price affordability, with a strong emphasis on domestic sourcing compliance and adherence to quality standards such as ISO 9001 and AS9100.
