AI Contract Overview
The National Institute of Standards and Technology (NIST) is conducting market research to identify qualified vendors capable of supplying a Phase Noise Analyzer that meets specified technical requirements, as outlined in an attached draft document. This sources sought announcement is not a solicitation, nor does it obligate the government to award a contract; it is solely intended to assess industry capabilities and determine whether a small business set-aside is feasible. NIST is seeking responses from all responsible sources, including small businesses, small disadvantaged businesses, women-owned small businesses, HUBZone firms, service-disabled veteran-owned small businesses, and veteran-owned small businesses, as well as large businesses. The procurement is classified under NAICS code 334515 with a small business size standard of 750 employees, and participation is open to firms nationwide. Responses must be submitted electronically and limited to five pages, including company profile details, unique entity identifier, CAGE code, manufacturer and country of origin information, product specification sheets, delivery and installation timelines, and verification of small business status. Sales brochures and marketing materials will not be accepted. NIST will use the information gathered to evaluate the market landscape and decide on the most appropriate acquisition method, which may include a competitive procurement posted on sam.gov. If at least two qualified small businesses are identified, the requirement will be set aside exclusively for small businesses. The government will not compensate respondents for information provided in response to this announcement. All submissions must be received by July 26, 2026, and should be directed to the designated point of contact, Clifford Nicholson, via email or phone. The place of performance and final contract award details remain undetermined pending the outcome of this market research phase. Responses should focus on demonstrating technical compliance with the specified requirements and providing clear, verifiable evidence of capability and readiness to fulfill the need upon award.
